HB 203 is now in Committee Substitute form as attached.
This is the Code Enforcement bill that is moving through
the state legislative process. Apparently it will move
quickly and easily. This is a general bill.
HE 255 dealing with state responsibility for unemploy-
ment compensation errors made by state personnel. The
bill had its first hearing Monday and was TP'd (continued).
The committee appears receptive. Representative
Bobby Brantley was present and assisted greatly.
Representative Betty Easely is also working this bill.
It was introduced by Representative Brantley. The
Florida League of Cities is working the bill also..
It will have another hearing soon.
SB 83 to eliminate local option PERCs had a hearing
Wednesday, 3/12/80. This was initiated by state
firemen's union representative to kill all home rule
consideration of union activities since they have
the state PERC under control. They want all labor
union matters to go to the state PERC and by-pass
local consideration.
Yesterday this bill was killed and a substitute
bill submitted as a compromise. See attached.
This was not satisfactory and Senator John Hill
has agreed to a work session to study and revise this
substitute bill during the next three weeks. Do you
have any comments or suggestions? I will need to
return to Tallahassee for this meeting with Senator
Hill and the representatives of six cities and one
county (only ones who were able to get local PERC's
past the state PERC).
This will be discussed with our local option
PERC.
