WEDNESDAY, JUNE 6, 1979
The Council of Local Governments met in regular session at 7:30 p.m.,
in conference room 350, Seminole County Courthouse, Sanford, Florida
ATTENDEES:

Commissione~ Sandra Glenn, Chairman of CALNO, called the meeting to order.

Upon question by Mrs. Glenn, the Council voiced no amendments to be made
to the minutes of the last meeting. Therefore, motion was made by Mayor
Norman Floyd, seconded by Mr. Keith and passed unanimously that the min--
utes of the last meeting be approved.
The treasurer's report included the following:
April 30 balance of $420.27
Subtraction of a service charge
leaving a balance at present of $419.92.
Discussion ensued regarding the service charge of Com Banks. Direction
was given that Mayor Walt Sorenson contact Mr. John Squires regarding
waive of the service charge. The results of this are to be reported
back to the Council at the next meeting.
The Chairperson then asked for a report from Mr. Bo Simpson, representa-
tive of the Tax Equalization group. Hr. Simpson's report included the
followjlng:
1. Statement that the Tax Equalization Committee had recessed.
2. Request that the CALNO Council affirm the statement (please
see attached) of the Tax Equalization Committee.
3. Statement that there was now a statewide committee researching
this issue that was to report its findings to the Legislature
in 1980.
4. Opinion of Mr. Simpson that there were two alternatives:
A. Discussion with the County regarding this
B. Further pursuance of this matter in a legal manner.
Motion made by Mr. Keith, seconded by Mr. Arnold and passed unanimously
that the CALNO Council affirm the motion of the Tax Equalization Committee
and forward copies of same to the County and Municipalities.

Opinion was given then that a letter of thanks be written to all those
serving on the Tax Equalization Committee, also recognition would be
given to several people in the County which had done an outstanding
job regarding this.
REPORTS
Altamonte Springs
No report from this City was given. Discussion was made regarding Center
Street. Upon question by Mrs. Glenn, Mayor Floyd stated that the City
had adopted a resolution regarding the Resource and Solid Waste Study
on June 5, 1979.
Casselberry
Commissioner Barbara Christianson submitted her resolution #378 to Mrs.
Glenn. Discussion was made regarding Plumosa.
~ake Mary
Commissioner Glenn asked that the records reflect that the City of
Lake Mary had suffered a loss in the death of their Fire Chief, William
Smathers and if the County could be of any help, please to contact Chief
Gary Kaiser. Upon question by Mrs. Glenn, Mayor Sorenson stated his
Council had moved in favor of the Resource and Waste Study, but had not
adopted a resolution.
Longwood
Mr. Chacey as representative of the Solid Waste Resource Committee asked
that $50.00 be allocated from CALNO funds for the purpose of completing the
package to be distributed to EPA and DER. Mr. Floyd so moved and Mr.
Sorrenson seconded said motion. After discussion, vote was taken and
the motion was passed unanimously.
Seminole County
At this time a presentation was made by Chief Gary Kaiser, Seminole
County's Director of Public Safety, regarding the Automatic Response
System. This presentation included the following:
1. Further explanation of the Automatic Response System as
provision for an automatic response to all emergency calls
by geographic area around the Fire Station. This is done
by division of the County into twenty-six districts.
Therefore, the closest fire unit is sent to the scene.
Th~s eleminating passing Fire Stations on the way to the
scene by units.
2. The "tie in" for this is the Communications System through
which dispatch is done for all Fire and Rescue Calls for
Altamonte Springs, Longwood and all Emergency Medical Services.
3. Longwood and Altamonte Springs are both participants in this
system.

4. Combination of use of fire equipment and maintenance of fire
apparatus is made possible through this program.
5. A "Move Up" System is included in this. This was further
explained as being incorporated when several units are com-
mitted to one call, then other units split the area, there-
fore no area is void of fire protection.
6. Another benefit of this program is conservation of fuel.
After further discussion by Council members Mrs. Glenn stated she
would send a memo to the Board of County Commissioners stating that
interest in this program had been expressed by at least one City.
Dicussion then began regarding recommendations for the Energy Committee.
After discussion by Mr. Arnold regarding his time available for service
on this committee, motion was made by Mr. Keith, seconded by Mr. Sor-
renson and passed unanimously to appoint Mr. Arnold as CALNO's repre-
sentative to the Energy Committee.
After lengthy discussion regarding CETA, the Council requested that
Mrs. Glenn ask personnel from Seminole County's Manpower Division
to be available for questions and discussion regarding CETA at
the July meeting.
yVi~~er ~pring~
The Winter Springs Representative discussed the sewer system problem
now being witnessed by its City.
After discussion regarding the July 4 holiday, as it relates to the
scheduling of next month's CALNO meeting; it was decided the July meeting
of the CALNO representatives would be July 11, in Winter Springs.
There being no further discussion, the meeting was adjourned.
