Members Present: Sandra Glenn, Chairman Eddie Keith Walter Sorenson June Lormann Wilfred Arnold Barbara Christensen Others Present: W.E. Knowles, City Manager, Sanford Dave Chacey, Longwood The meeting was called to order by the Chairman, Sandra Glenn, at 7:30 P.M. in the COImnission Room, City Hall, Sanford, FL. The Chairman read the minutes of the previous meeting, held April 4. In regard to the suggested Energy Code the word, "no" was corrected to read "an" in the sentence, "an elected officer". Mr. Sorenson moved to approve the minutes as corrected. Mr. Keith seconded. Motion carried. The Treasurer reported a balance of $434.08, with no expenditures since the last report. There were no reports from Altamonte Springs, Casselberry, Longwood, or Sanford. Mayor Sorenson said he had found out that incorrect coding accounted for the fact that Lake Mary had not received the right amount of mobile home taxes. Mr. Arnold suggested it might be in order to put in a bill through the Tax Collector's office. Commissioner Glenn said the County Commission is looking into the matter, has submitted an inquiry but have not received an answer. Mr. Knowles suggested that the Florida League of Cities might offer a free service for collection of tax on mobile homes. Chairman Glenn said the County is reviewing preliminary items for the Budget and one of the items that.came up was joint fire pro- tection. She said that Gary Kaiser will be glad to come and speak at a CALNO meeting or on a city level at any city meeting. The next item for discussion was the solid waste program and dis- cussion followed on the Solid Waste Management Plan as submitted by the Seminole County Solid Waste Study Committee for adoption and submission to the State. Mr. Arnold said the City Council of Winter Springs has approved the study except for the last phrase about assessment. He said he feels they sould not wait too long to accept the plan, as it is, or with changes. The change he suggested was, "either/or assess the new developer" should be "all residents" instead of new developer. ~CALNO - Minutes -.., Meeting May,2, 1979 - 7:30 P.M. Page 2 Lake Mary reported they have a work session coming up to review the last paragraph and the granting of exclusive franchise to private collectors, and a method of collecting charges by the municipality. Mr. Arnold said he interpreted the wording to mean"exclusive area" of franchise, looking ahead to the price of fuel and planning as to area for a particular collector. There was some discussion on centrally located dumpsters around the county in unincorporated areas, and the method of collection. If it were through assessment, Mr. Knowles stated that since 47% of our assessed value is exempted, then half would pay and half would not pay. It was noted that the Department of Environmental Regulations would like submittal to the State by July 1, 1979. Mr. Sorenson moved to retain the same study committee and submit to the State with provisos and on-going study. Mrs. Lormann seconded. Motion carried. It was noted that the submission should be from the County, with a resolution from each city to be received by the Chairman before or at the'meeting of June 6, 1979. The Chairman stated that the County Commission is studying road paving and condemnation but no conclusions have been agreed on as to assessment plan which would be workable. Mrs. Lormann requested that minutes of the County Commission meetings be sent to the cities. The next meeting was set for June 6, 1979 at the County Courthouse. There being no further business, the meeting was adjourned.
