Council of Local Governments
CALNO
April 4, 1979
The Council of Local Governments of Seminole County met at
7:30 p.m. at the Longwood City Hall.
Present:
Commissioner Sandra Glenn, Seminole County
Commissioner Barbara Christiansen, Casselberry
Mayor June Lormann, Longwood
Deputy Mayor Wilfred Arnold, Winter Springs
Mayor Norman Floyd, Altamonte Springs
Commissioner Edwin Keith, Sanford
Mayor Sorensen, Lake Mary
Absent:
Commissioner Glenn called the meeting to order.
1. Approval of minutes of regular meeting 3/7/79:
were approved as written.

2. Mr. B.D. Simpson was present representing the Tax Equalization
Committee. Mr. Simpson stated that Mayor Sorensen has requested
that Francis Mark be appointed by CALNO to replace Mr. Pearson
- on the Committee.

on the Tax Equalization Committee. Motion carried unanimously.
4. Mr. Simpson stated that one member of the Committee is not
satisfied with the detail of the minutes of the meetings being
furnished to the Committee. Mr. Simpson feels tDat CALNO is not
receiving the work equal to the money being expended. Commissioner
Glenn will contact the recording secretary and inform her that
if she cannot attend the meetings and transcribe ~he minutes, she
will be replaced.

It was decided that each member of CALNO should receive a
of the minutes of Tax Equalization Committee meetings. The
meeting of the Committee will be April 24,' 1979. Mr. Simpson
take the responsibility of notifying the press of future meetings.
6. Treasurer's report: Commissioner Glenn gave the treasurer's
report: $469.85 balance on hand, $60.77 expenses, leaving a
balance of $409.08.

City of Altamonte Springs: No report.
City of Casselberry: No report.

City of Lake Mary: Absent
City of Longwood: Mayor Lormann sRoke to Mr. Schuder regarding
a drainage ditch in the City. -~~t.\-\~~
City of Sanford: No report.
Seminole County: Commissioner Glenn reported that Florida's
Governor has recomflended that each county appoint an Energy
Committee. This committee would only become active if it became
necessary as energy problems increase, if they do so.
7. The Governor has recommended that ~rltelected official be
chosen to serve on this committee. Seminole County Commission
feels that CALNO should make this appointflent. No member to
the committee was named; however, the resolution to be drawn
will show that a representative from CALNO will be included and
this individual will be named at a later date. Commissioner Glenn
will send each CALNO member a copy Df the proposed resolution.
8. Mayor Floyd stated he feels that the proposed committee is
preliminary and unnecessary at the present time.
9. Commissioner Glenn reported that the Seminole County Commission
must decide whether to purchase additional lever type voting
machines or purchase data processing machines. The Commission
desires additional input regarding the matter and plans to
appoint an ad hoc committee to study the problem and make a
recommendation. The following should be appointed to the committee:
Two representatives from the Democratic Party to be appointed
by the Democratic Executive Committee.
Two representatives from the Republican Party to be appointed by
the Republican Executive Committee.
Two members from the League of Women Voters.
Two members from the League of Civic Association$.
Five precinct -workers appointed by the five district commissioners.
One member appointed by CALNO. This member should be someone
who works with elections in municipal government.
10. Motion by Mayor Floyd that the City of Longwo6d appoint a
representative to the Voting Machine Committee. Second by Mayor
Lormann. Motion carried unanimously.
11. Mayor Lormann made a tentative appointment of Linda R. Martin,
City Clerk, City of Longwood to the Voting Machine Committee.

Commissioner Glenn reported that the staff of the supervisor
of lections will be available for questions by the committee.
12. Report from Winter Springs: Deputy Mayor Arnold reported
that the City of Winter Springs has discovered a discrepancy
in mobile home license tax codes and funds that should be coming
to the City are not. Mr. Arnold suggests that each municipality
investigate this matter and see whether or not they are receiving
the correct amount of funds.
13. Mr. Jack Schuder presented to the Council Volumes I and II
of the Solid Waste Management and Resource Recovery Plan and
Study. Mr. Schuder requested unanimous concurrence by the
municipalities and Seminole County as to the conclusions of the
Committee.
14. The Solid Waste Management and Resource Recovery Plan will
be placed as an item on the agenda of the next regular CALNO
meeting.
15. Mr. Joseph Nesbit submitted to the Council a list of
expenses incurred by the City of Altamonte Springs in preparing
the solid waste plan. (see attached)
16. Commissioner Glenn commended the Committee for an outstanding
job.
17. Each representative will bring communication from their
municipality to the next CALNO meeting regarding the Resource
Recovery Plan.
18. There being no further business to be brought be~ re the
Council the chairman adjourned the meeting.
