There was some indication from the consultant's representative that they would perhaps have difficulty completing the study in the alloted time frame. The Committee made it perfectly clear that it was imperative that all schedules be adhered to. Council of Local Governments Robert French, Commissioner, Seminole County Norman C. Floyd, Mayor, Altamonte Springs William Grier, Mayor, City of Casselberry Walter Sorenson, Mayor, City of Lake Mary Gerald Connell, Mayor, City of Longwood Eddie Keith, Commissioner, City of Sanford John Daniels, Councilman, City of Winter Springs Re: Solid Waste Management Report Dear Sir: In the interim, the Committee has been meeting and considering various alternatives, and their feasibility, for management, franchise, collection, source separation, method of collection and a public re- lations plan. However, until the study has been completed, it is impossible to attempt to finalize a draft plan. I did attend the 3rd Annual Solid Haste Management Horkshop, October 11-12, 1978 at Gainesville. A representative from DER made some comments and recommendations that I would like to pass on to you: 1. A new rule (Chapter 17-7) has been written and will be published in draft form this December. Public Hearings are to be held in January. 2. It was said that, if after careful study a county determined that resource recovery was not feasible, a simple statement to DER stating that resource recovery is not feasible will be satisfactory. 3. There will be no extension to the July 1, 1979 deadline. Page 2 Council of Local Governments December 1, 1978 4. Before final adoption by the County, coordinate the plan with DER. The rest of the meeting was about as last year and there has been no real advancement in any of the present counties and municipalities that have a resource recovery program. For your information I have enclosed a copy of the Florida Resource Recovery Status Report. From all indications, we in Seminole County, are far ahead of the majority of other designated counties.
