MINUTES OF MEETING OF
COUNCIL OF LOCAL GOVERNMENTS IN SEMINOLE COUNTY
August 23, 1978
A meeting of the Council of Local Governments in Seminole County
was held on August 23, 1978, at 7:30 p.m., in the Board of County
Commissioners Chambers, Room 203, of the Seminole County Courthouse.
The meeting was called to order by Commissioner John Alexander,
Acting Chairman for Commissioner Bob French.
Members Present: Jerry Connell, Mayor, Longwood

Motion was made, seconded and carried, to approve the minutes of
the meetings of June 7 and August 2, 1978.
Treasurer's report was delayed until the next meeting for Commissioner
French's attendance.
Commissioner Alexander opened a discussion on the Solid Waste Resource
Recovery System by stating that the County Commissioners, based on
recommendations of CALNO, had selected a consulting firm.
Mayor Floyd gave a brief update on a Resource Recovery System item that
occurred at the ECFRPC, advising that the State had gone to the Regional
Council asking if they would cooperate in a State Program. He further
stated that they had signed a resolution stating that they would, if
funds were available, work in the program. A lengthy discussion ensued
regarding the funding of the Resource Recovery System with Commissioner
Alexander stating that Recovery should be a national resource instead
of local and, thereby, receive Federal funding.
The Council discussed the deletion of the City of Oviedo from CALNO
with a motion being made by Mayor Floyd to have the Chairman contact
the City of Oviedo, in writing, to request them to remain as a member
of CALNO and stating that if they do not wish to do so to notify CALNO
in writing. Motion seconded and carried.
Commissioner Alexander opened a discussion on Double Taxation by stating
that background information showed that individual municipalities had
taken a position that there was substantial information that Double
Taxation existed. He stated that Commissioner French advised him that
CALNO requested the County Commission to meet with the municipalities
to discuss the areas of Double Taxation. He further stated that

Commissioner French had provided the Cities of Lake Mary and Sanford
with the County's upcoming budget request and proposal, but had not
received any information on their review.
Mayor Sorenson indicated that they did receive a copy of the budget
but he did not know the extent of review.
Mayor Grier questioned where the budget was as far as the County was
concerned. Commissioner Alexander replied that tbe County had set
Public Hearings for September 5 and September 19. He stated that
he did not know the legal ramifications as to what adjustments could
be made in the budget dealing with the millage. A discussion ensued
on millage adjustments and Commissioner Alexander stated that he
~ould request the Board to obtain the County Attorney's opinion.

Mayor Connell made a motion to have the County decide whether there
is a distinct possibility of inequality in the millage rates. Mayor
Floyd made an amendment to the motion by asking that Commissioner

Commissioner Daniels stated that about three years ago a Joint CALNO/
Legislative Representative Committee met for a year and studied the
County and some City budgets and did determine Double Taxation in
approximately 10 areas of function. He stated that most of the
entities went to the County with a Resolution asking for action in
accordance with the State law. In each case, it was returned with
the Board's determination that Double Taxation did not exist. He.
further stated that instead of having a Joint County/Municipality
Committee or a Council of Local Governments of Seminole County
Committee, the County should direct a person from ~ to make a
detailed analysis of the services that are provided to residents.
Commissioner Morris questioned what the millage was in the County and
Commissioner Alexander answered that it would be approximately 1.75
million for one mill, with a discussion following on the millage of
each municipality. Commissioner Morris questioned why CALNO doesn't
petition the County Commissioners to refund to each City, from the
general government budget for the County of Seminole, for those
residents within the municipalities based on an amount equal to each
municipality's one mill.
Commissioner Alexander stated that discussion did not pertain to
aobve motion regarding a tax equalization study. Motion was passed,

Mayor Sorenson mentioned a letter from Commissioner Williams regarding
the Joint Planning Agency. Commissioner Alexander discussed the
letter stating that two entities indicated that they were not interested
and that the County has had a joint planning agency with Altamonte
Springs for several years. A discussion followed with Commissioner
Morris stating that in 1973 Sanford attempted to establish an area
of cooperation much in line with this presentation and received very
little cooperation from the County. Mayor Sorenson st~ted that he
couldn't guarantee receptiveness on Lake Mary's part and asked if some
of the cities had already rejected such a plan. Mayor Grier replied
that it came before the Council and was rejected. At this point,
Mr. Woody Price discussed the Statute provisions. He explained that the
arrangement with Altamonte Springs is a mechanism that was adapted
expressly for the two entities involved and provides for direct
communication between the two local land planning agencies. Commissioner
Alexander suggested that it be presented to the individual municipalities
for discussion or as an item of CALNO.
Commissioner Alexander then made the observation that during the hearings
before the last legislative session, a local government study commission
was proposed by either CALNO or individual municipalities. They had
indicated the. purpose of the commission was to conduct a comprehensive
review and identify the problems concerning duplication of services,
additive taxation, and duplicative jurisdictional functions between
municipalities and counties to determine any tax savings. At that
time, some of the municipalities and some state representatives indicated
that there was no need for a local government study commission because

on to Commissioner French.
Motion was made to adjourn the meeting, seconded and carried.
