Nightingale Street, Apopka, died Tuesday,
March 14. Mr. Kahoun was in inventory con-
trol in the citrus industry. Born in Detroit, he
moved to Central Florida in 1968. He was a
member of Loyal Order of Moose and Apop-
ka Elks. He was a member of St. Francis of
Assisi Catholic Church, Apopka. He was a
Marine Corps veteran. Survivors: wife, Veron-

Richard Rozansky
guided 2 area cities

Richard Rozansky was a
hard-working man who lived his
life by a simple code: Always be
honest and do the right thing,
family members said.
The former city manager for
Winter Springs and retired city
administrator for Belle Isle died
Tuesday of complications from
cancer. He was 64.
Rozansky served for 14 years
in Winter Springs, from 1979 to
1993. It was one of the longest
tenures of any Central Florida
city administrator.
"He liked the challenge of
working for city government. He
liked to make things nice for
people and their community,"
wife, Billee L. Rozansky said.
Born in Cleveland, Rozansky
dropped out of the 10th grade at
the age of 17 and joined the Air
Force, where he served for 20
years. He later finished high
school and two years of college.
After retiring from the mili-
tary in 1972 as a technical ser-
geant, Rozansky sold -real estate
for a year in Colorado and then
moved to Florida and enrolled at
the University of Central Florida
(known at that time as Florida
Technological University).
There he received degrees in
public administration and politi-
cal science and later. completed
graduate school in public policy.
Winter Springs hired Rozan-
sky as a city planner in 1976,
and he was later appointed city
manager.
During his tenure, he super-
vised the building of a new city
park grid City Hall building,
both on State Road 434, his wife
said.
However, in 1993, Rozansky
was .dismissed by city commis-
sioners, who said they were dis-
satisfied with his work.
In 1995, he became the city
administrator for Belle Isle, un-
til retiring in 1995.
"He was a very ethical man.
He was a very decent and good
man," said Be Bateman; Belle
Isle's city clerk for almost 11
years.
"He was one of the best boss-
es I've ever had. We're really go-
ing to miss him."
A member of St. Luke's Luth-
eran Church, Rozansky also be-
longed to the International City
Managers Association, Florida
City and County Management
Association, Alumni Association
of UCF and the Air Force Associ-
ation. Survivors also include
daughters, Deborah Rozansky,
Oviedo,' Selene Worley, Deltona,
Elizabeth The1'rian, South. Day-
tona Beach; six grandchildren.

ROBERT H. LEE JR., 74, Pavillion Ter-
race, Deltona, died Tuesday, March 14. Mr.
Lee was aself-employed painting contractor.
Born in Gloversville, N.Y., he moved to Cen-
tral Florida in 1995. He was an Army veteran
of World War II. Survivors: wife, Catherine;

Winter Springs, died Tuesday, March 14. Mr.
Lyzen was a retired manager for International
Trucking Co. Born in Cleveland, he moved to
Central Florida in 1981. He was a member of
American Legion. He was a member of
Church of the Nativity, Longwood. He was an
Army veteran of the Korean War. Survivors:

was a lifelong resident of Central Florida. He

Scottish Rite. He was a member of College
