Dear Mayor Bush:
Thank you for your inquiry expressing your desire to explore expediting the annexation
of the remaining unincorporated enclaves located within the City of Winter Springs
through a new or amended interlocal agreement with the County.
The Board of County Commissioners discussed your proposal at its April 14, 2009
meeting. In the past, the Board of County Commissioners has taken the position that
we would not require any resident, business, etc. to involuntarily annex into a
municipality. At the April 14 meeting, this position was reaffirmed. An alternate would
be to model an interlocal agreement consistent with that of the City of Longwood in
which, under specific conditions, annexation occurs upon change of ownership.
If you wish to pursue this option, please have your staff contact our County Manager,
Cindy Coto, to discuss and evaluate the associated benefits and/or implications. Once
this process is complete I am confident our respective staffs will advise us as to any
viable options identified.
