REQUEST: Community Development Plans and Inspections Division Requesting
Authorizatnon to Renew an Agreement for Contract Building Inspection
Services with Framensons, Inc.
PURPOSE: The purpose of this Board item is to request authorization to Renew an Agreement
with Framensons, Inc. for Contract Building Inspection Services at an hourly rate of
$42.50 for the first inspector/plans examiner and $50.00 for a 2nd inspector/plans
examiner if needed for FY 2003/2004.
CONSIDERA TIONS:
The City Commission previously authorized the expenditure of funds for contract
building inspection services in lieu of a staff position which we were unable to fill. The
services were needed to fulfill our inspection obligations and improve customer service.
Framensons, Inc. was hired for these services due to the familiarity of the principal, Andrew
Frame, with City policies and procedures and the below market rate of$40.00 per hour with
the City providing a vehicle. For FY 02/03, approximately $70,000 was spent for
Frarnensons, Inc. for full time contract inspection services the majority of the year.
Recent workloads have necessitated the use of a 2nd contract inspector on a part time
basis. An alternative vendor, PIECO ENGINEERING, was used at $65.00 per hour with
their own vehicle. However, we have not been entirely satisfied with the consistency and
timeliness ofthis vendor. We also received a quote from M.T. Causleyat $55.00 per
hour with their own vehicle. Frarnensons, Inc. price for both the primary and secondary
inspector is $50.00 per hour with their own vehicle.

Framensons, Inc. has proposed a modest increase for the primary inspector from
$40,00 per hour to $42.50 per hour ifthe City were to provide a vehicle. Staff has no
objection to this increase and one vehicle is available for contract inspection. No additional
vehicle purchases are needed. The agreement has an option for a 2nd and 3rd year with a 3%
increase. Staff still believes that hiring contract inspectors is advantageous because the need
for the services can be adjusted to meet the demand on a week to week basis.
This division is part of the Development Services Enterprise Fund and all costs
associated with contract inspections are paid from this fund and have no impact on the
General Fund. For FY 2003/2004, $120,000 was budgeted for contracting services.
FUNDING:
The costs for contract inspection services will be paid from the Development Services
Enterprise Fund - Plans and Inspections line code (2410-53181). The FY 2003/2004 budget
is $120,000.
RECOMMENDA TION:
It is recommended that authorization be granted to enter into an agreement with
Framensons, Inc, for contract building inspection services at $42.50 per hour for the first
contract inspector with the City providing a vehicle and $50.00 per hour for a 2nd inspector
with no City vehicle if those additional services are needed with an option for a 2nd and 3rd
year at a 3% annual increase to be paid from the Development Services Enterprise Fund
Plans and Inspections budget - 2410-53181.
IMPLEMENTATION SCHEDULE:
The agreement will be executed and contract inspector( s) utilized effective October 1,
2003.

Thank you for your time and consideration. Per our previous conversations, I am
writing to provide a new proposal for your review.
Currently, we are under contract until the last day of September 2003. Per our
contract, we have been charging the City of Wmter Springs in the amount of forty
($40.00) dollars per hour to perform residential and commercial inspections
Monday through Friday for six to eight (6-8) hours a day.
Over the past three to four months we have expanded our services to offer the City
both inspection and plans excmunation services in the residential and commercial
fields at no additional cost to the City. Should we renew contracts with the City of
Wmter Springs under the same contract terms that we are currently under, we will
provide inspection and plans examination services in both residential and
. commercial fields for forty two flfty ($42.50) per hour, with the City of Wmter
Springs providing a vehicle. If Framensons, Inc. is to provide a vehicle the rate
will be modified to $50.00 per hour. We will provide these services for a minimum
of eight (8) hours per day, and more if needed. We can start providing these
services, as of Monday, October 13,2003.
As requested, we are currently working to provide the City with an additional
inspector through our company. We would be able to start this inspector
perfoming residential building inspection services immediately after he passes the
state principles and practices exam. Once available, the fee for the additional
inspector would be fifty dollars ($50.00) per hour and will provide his own vehicle.
If the City of Winter Springs is to provide a vehicle the rate will be modified to
$45.00 per hour. In order to provide flexibility to the City, this inspector would be
available on a part time basis for a minimum rate of four hours a day, as needed.
We are also willing to enter into a multi-year contract with the City'ofWmter
Springs. The conditions of this agreement would follow the standard cOJ;ltract
agreement, however, there will need to be a provision for a three percent (3%) cost
of operation increase anually. Please let us know if we can be of further service to
you.
