REQUEST:
The Parks and Recreation Department is requesting the City Commission
to approve the request of the Grove Counseling Center, Inc. to conduct a
free Jazz Concert and other events at Central Winds Park and direct staff
to come back with an agreement.
PURPOSE:
The purpose of this item is to obtain Commission approval for the Grove
Counseling Center, Inc. to conduct a free Jazz Concert and other events at
Central Winds Park on Saturday, February 5, 2005 and for staff to come
back with an agreement.
CONSIDERATIONS:
. The Grove Counseling Center, Inc. Is located in Winter Springs and provides programs
and services to reduce substance abuse and help families.
. Several meetings have been held and Parks and Recreation, Police, and the Grove
Counseling Center desire to have this event.
. The February 5, 2005 Event would be in the Central Winds Park Amphitheater from 3 pm
to 6 pm. It would include Two Jazz Band Performances, a silent auction, and a live
auction with guest DJ, refreshments, vendors, wine and cheese tasting stand, sponsor
booths, and service associates interest groups.
. The Grove Counseling Center would provide event coordination, marketing and
advertising; musical and guest talent; staging, lighting, audio, and generators; all event
staff, and insurance.

. The City of Winter Springs would provide use of the park at no charge; wave the permit
for alcohol, signs, and tents; provide event parking, police, fire and parks and recreation
presence, and promote the event to the Winter Springs residents.
. The City is providing primarily staffing assistance for this community event.
. Parks and Recreation supports this free event for the public and has no park conflicts on

RECOMMENDATIONS:
The Parks and Recreation Department is requesting the City Commission to approve the request

Event Proposal
Event: Jazz Concert in Winter Springs
The Grove would like to hold a jazz concert and auction at Central Winds Park, 1000 E.
State Road 434, on February 5, 2005 from 3 - 6pm. This event would offer Seminole
County residents the chance to enjoy a day of jazz while raising money for the substance
abuse prevention and treatment programs listed.
The event will include two jazz band performances, a silent auction, a live auction with
guest DJ, refreshment vendors, wine &: cheese tasting stand, sponsor booths and service
association interest groups.
Revenue: Money from the event will be raised through sponsorships, donations, a silent
auction, a live auction, posters sales and booth sales. Admission to the event will be free.
Contribution: The Grove is willing to provide the following items:
· Event coordination
· Event advertising and marketing
· Musical and guest talent
· Event staging, lighting, audio and generators
· Event staff, including volunteers
· Insurance policy for the event (policy attached).
Request: It is requested that the City supports this event in the following ways:
· Allowing the use of Central Winds Park at no charge
· Waiving all permit fees for alcohol, signs and tents
· Providing and regulating event parking
· Assisting The Grove in marketing the event to Winter Springs residents
· Providing restroom accommodations for guests
· Providing police and first aid services during the event
· Mayor &: City Council to attend the concert and auction

Organization: The Grove Counseling Center, Inc.
The Grove is a non'profit organization offering a comprehensive service system for the
prevention and treatment of substance abuse and behavioral health problems in
Seminole County, Florida and surrounding areas. The Grove was founded in 1971 by a
group of concerned citizens and serves the community by striving to "enhance the ability
of youth and families to succeed in life.'
All program components are licensed by the Florida Department of Children and
Families and accredited by the Commission on Accreditation of Rehabilitation Facilities.
Programs and Services Offered:
Prevention: One of the most effective methods to hinder a substance abuse problem is
prevention, stopping the problem before it occurs. The Grove Counseling Center offers
an array of Prevention Programs in Seminole County that target youth and their families
in both schools and in the community.
Some prevention programs include:
Seminole H.O.P.E. is a partnership of various community entities. Leaders from
service agencies, government, law enforcement, schools, neighborhoods, youth,
families and other concerned residents work together to reduce substance abuse
in Seminole County.
The Strengthening Families Program works with middle school students and
their families in at,risk areas. The program helps families focus on healthy beliefs,
clear standards, bonding, family management skills and family cohesion.
The ALPHA Program is an in' school prevention program for elementary
students whose behavior interferes with academic performance.
Sankofo is a rites,of'passage program for young African' Americans that builds
self,esteem and self, knowledge through culturally specific learning and activities.
Seminole Teen Options Program (S.T.O.P.) is a teen pregnancy prevention
initiative for middle schools.
Drugs, Violence, and Safety (D.V.S.) takes place in five local elementary schools.
A Prevention Specialist provides education and training from Kindergarten
through the Fourth Grade.
Family Support Services is an in' school and after'school program. This
community,based initiative targets elementary and middle school students.
Outpatient Treatment: The Grove's Outpatient Facilities serve adults, adolescents and
their families through an array of substance abuse treatment programs. Through a
comprehensive evaluation, individuals and families identify needs, strengths, abilities
and preferences and The Grove assists them in obtaining counseling. A treatment plan is
tailored to meet each individual client's needs. Counselors assist individuals and families
in learning the skills necessary to succeed in life.
Some treatment programs include:
Anger Management, which treats adults and youth as young as twelve, works to
reduce both the emotional feelings and the physiological arousal that anger
causes.
Tobacco 411 is a four' hour educational program approved by the Seminole
County School Board. This program is designed to help young smokers
reevaluate their decision to use tobacco products.
Victim Awareness is a program for those who have committed crimes against
another person. It helps the offender to understand how crime affects others and
themselves.
Juvenile Inpatient Treatment: The Grove Academy is located in Winter Springs. This is
a voluntary residential program serving adolescents ages 13 to 17 that have an alcohol
and/or drug abuse problem. The Grove Academy deals with issues relating to the
formation of bad habits that lead to poor decision,making, delinquency, and substance
abuse. Intensive Residential Treatment builds a foundation for long'term recovery.
The Grove Academy has a 32,bed capacity with separate male and female dormitories.
The average length of stay is three to five months. Academic instruction is offered on site
five days per week in partnership with Seminole County Public Schools. During their
stay, adolescents work towards graduating through a level system, D to A. Clients strive
to reach the next level, where new privileges and independence await.
The Grove Academy has a specialized skill and treatment track for foster care youth that
have a substance abuse problem. The Grove has had much success in facilitating passage
through these adjustment and developmental problems, and its program is among the
best in the state.
