Information Services requests authorization for the City
REQUEST:
Manager to negotiate and enter into agreements with Accela
and Independence Enterprises, Inc., and to approve a total
expenditure of $109,522 complete the KivaNet/KivaCitizen
project.
PURPOSE: To obtain authorization for the City Manager to negotiate and enter
into agreements with Accela and Independence Enterprises and to
approve the expenditure of $109,522 complete the
KivaNet/KivaCitizen project.
CONSIDERATIONS:
The KivaCitizen/KivaNetPublic project is budgeted for and scheduled to be implemented
this fiscal year by the Information Services Department. This project would allow for
more functionality and information to be made available to the public regarding permits,
inspections, requests for service, etc., within Development Services and Code
Enforcement Divisions.
What are the components of this project?
KivaCitizen is a web-based application that allows public users and contractors to view
permits and permit statuses. Users can view the status of permits and apply for new
permits that do not require plan submittal. Contractors can also obtain a user name and

password from the agency to access additional tasks such as requesting inspections and
paying fees.
KivaNet Public provides a link to the application (Kiva Development Management
System) which is used by the agency to track and record permit, parcel, and land
information. The KivaNet ‘public’ application can be used to obtain more comprehensive
information about permits, parcels, inspections, requests for service, and so on.
Macromedia Cold Fusion provides the interface to the web that the KivaNet and
KivaCitizen applications use to present the various forms containing the permit related
information to a public user. By using their web browser the user is able to request
specific information about permits, parcels, etc., that is then presented to them by the Cold
Fusion Server on behalf of the KivaNet and KivaCitizen applications.
The new Dell Server will host the Cold Fusion Server software, KivaNet and KivaCitizen
software. This server will also be used to host the Accela Wireless and Accela GIS
components as they are implemented in the future. The existing Kiva server will continue
its role as a data server by hosting the Kiva DMS and associated Oracle database as
required as part of the overall Kiva architecture.
Who are the vendors for this project?
Accela – In addition to providing us with the actual software products (KivaNet and
KivaCitizen), they will also provide professional services and support to assist with the
installation and configuration of the KivaNet, KivaCitizen, and Cold Fusion Server
software. In this role they will also make recommendations as to how to best implement
product features in support of the city’s business practices related to permitting, inspection
scheduling, and requests for services.
Independence Enterprises - The implementation of KivaNet and KivaCitizen will introduce
a requirement for new reports to be developed and customized in order to maximize the
benefits of these two new application components to the city. Independence Enterprises,
Inc., has successfully satisfied similar requirements from other agencies also using the Kiva
platform. We have also benefited from their services as part of our own efforts to upgrade
both the Oracle database and Kiva DMS in some of our most recent projects.

How will this implementation help us lay the foundation for future enhancements?
Although the implementation and use of the KivaNet and KivaCitizen applications per se
are independent of future projects, which are planned to include Accela Wireless and
Accela GIS, they do lay some of the groundwork, however, in that the hardware server
requirements will already be satisfied for the future projects through the introduction of
KivaNet and KivaCitizen.

Already included in department 1343 Kiva/GIS Budget
RECOMMENDATIONS:
That the Commission approve request for City Manager to negotiate and enter into
agreements with Accela and Independence Enterprises, Inc., and to approve the
total expenditure of $109,499 to complete this project.
