AND JAMES DORAN COMPANY RELATED TO THE ISSUANCE OF
BUILDING PERMITS, CERTIFICATES OF OCCUPANCY AND IMPACT
FEE RA l'ES.
Pursuant to Section 9-178 of the City Code, completion of the following items will be
necessary for the issuance of a building permit and certificate of occupancy for the Publix
building portion of your company's Town Center project in the City of Winter Springs.
Section I - Site Development Requirements for Building Permit
. Satisfactory completion of all corrections to building plans as directed by
Building Division.
. Payment of Impact fees and water and sewer connection fees.
. Stabilized access for accessibility of Police, Fire and other city vehicles.
Section II - Site Development Requirements for Certificate of Occupancy
. DEP water certification for the proposed water lines. ~
. The approved Publix fire Sp~& sy&em shall be operational prior to stockillg of ~

. Completion of all Phase IA 'improvements (see EX:hibit "fl." .for Phase 1:\ liRe)

.. For DEP sewer certification, provision of a two-year warranty, maintenance bond, A"~U.~.e1'll1,
and bill of sale.
. As-builts provided to City Engineer for fmal inspection induding letter of
certification from the Engineer of Record.
. Successful completion of final irispections as required by the Building Division.
. Final approval from Community Development Department, Public W orkslUtility
Department, Police Department and Fire Department of all improvements.
. Site improvements accepted by the City Commission.
. All aforementioned. Requirements must be completed two weeks prior to
scheduling Commission approval.

Section III - Impact Fees
Pursuant to Section 9-386.8 of the City Code the City agrees to the following impact
reductions based upon staff review of impact fee studies you have submitted.
Option A: A 30.8% reduction from the aggregated retail rate of $1767.10 per thousand
square feet of space resulting in an effective rate of $1223.11 for the Publix
building; and for all other buildings in the project, a 15% reduction from all
published rate categories aggregated or separate,
Option B: A 15% reduction from the aggregated retail rate for all properties.
