REQUEST: City Manager Requesting Authorization to Execute an Agreement for
Architectural Services with Starmer Ranaldi Inc. for Preliminary Design of
the Tuscawilla Main and Secondary Entrances
PURPOSE: The purpose of this Board item is to request authorization for the execution ofan
Agreement with Starmer Ranaldi Planning and Architecture Inc. (SRI) for
Architectural Services relating to the Design of the Tuscawilla Main and
Secondary Entrance Improvements in conjunction with the Tuscawilla Lighting
and Beautification District Committee at a cost of $22,500.
CONSIDERATIONS:
This agreement is needed to take the design of the Tuscawilla main and secondary
entrances to a level sufficient to prepare construction cost estimates for budgetary
purposes. The construction cost estimates are the basis on which the financial analysis
and projections will be formalized and finalized for the Tuscawilla Lighting and
Beautification Assessment District. SRI has previously completed the conceptual design
of the main entrance to Tuscawilla at Winter Springs based on direction from the
Tuscawilla Lighting and Beautification District committee members at a cost of$3,000.
The preliminary design will include a site plan, wall section, electrical single line
diagram, diagrammatic landscape plan, and outline specifications for the primary and
secondary entrances. The cost estimate for this scope of work is $22,500.

FUNDING:
The funding source for this project expenditure of$22,500 will be the 1900-56820
line code funded by General Fund Reserves. This expense is to be reimbursed by the
Beautification District. The funds for this project will be expended over the next 90 days.
RECOMMENDATION:
It is recommended that authorization be given for the execution of an Agreement with
Starmer Ranaldi Planning and Architecture Inc. (SRI) for Architectural Services relating
to the Design of the Tuscawilla Main and Secondary Entrance Improvements in
conjunction with the Tuscawilla Lighting and Beautification District Committee at a cost
of $22,500 payable from the 1900-56820 line code.
IMPLEMENT ATION SCHEDULE:
The scope of services will be completed within 90 days of approval.

Pursuant to our telephone conversation today attached please find a revised proposal for the above
referenced project based 011 a plarmillg study (limited services) to develop plans just far enough to obtain a
construction cost estimate from a contractor.
1. Scope of Project
A Provide improvements to the entryways into the Tuscawiila residential community to enhance
existing conditions and create a new image that encourages new residents to choose Winter
Springs as their home.
B. These improvements include lighting, landscaping. irrigation, hardscaping (surface pavers and
or walls), and signage. The locations for these improvements are briefly described as follows:
1. ''PrintaJY" enhancement at the main Tuscawilla entrance located at Winter Springs
Boulevard and Tuskawilla Road (estimated construction budget $ 650,000)
2. "Secondary" enhancements located at approximately 5 other minor entries (estimated
construction budget 5 x $ 50,000 = $ 250,000)

sri can provide complete professional design services for this project including civil engineering.

obtaining building pennits and construction, however this proposal is limited to the following

The following services are considered beyond the scope of basic services and can be provided by
sri upon confirmation of scope and written authorization of the client:
A Full professional deign services and construction documents
B. Models
C. Renderings
D. 3D modeling, graphics, fly arounds, videos
E. Public hearing and/or presentations
F. Expert witness / legal testimony

C. It shall be understood that these plans are being generated from interpolations between ready
maps and aerial photographs with out the benefit of accu.rnte and detailed survey data
