REQUEST: City Manager requesting the Commission to determine if it desires
staff to conduct a study to determine if a need exists for special conduct based or
other appropriate regulations for the proposed Respite Center to be located on Old
Sanford/Oviedo Road in order to provide compatibility with surrounding land uses
and preservation of the health, safety and welfare of the public.
PURPOSE: The purpose of this agenda item is to determine if a need exists for special
regulations of the proposed Respite Center.
CONSIDERATION:
On January 2, 200 I plans for construction of a respite center were filed with the city for
reVIew.
The proposed respite center is a unique facility for which the city has little historical
experience or current knowledge.
Staff believes special regulations may be needed to regulate this facility in order to
maintain compatibility with surrounding land uses and to preserve and protect the health,
safety, and welfare of the public.
FUNDING: No additional funds are anticipated at this time.
RECOMMENDATION: It is recommended that the City Commission determine if it
feels additional study is needed to determine if special conduct based on other
appropriate regulations may be needed for the regulation of the proposed respite center to
be located on Old Sanford/Oviedo Road.

Respite Center
The Development Review Committee convened on June 20, 2000 to discuss a proposed respite
center to be located on Old Sanford/Oviedo Road. This meeting was primarily an informational
gathering meeting for the developer.
D. Macaione, R. Jamalabad and K Teimouri represented the project. Staff members present
were Alamina, Carrington, Dallas, Greenwood, Grimms, Hall, Lallathin, LeBlanc and Tolleson.
The City's consulting engineer, D. Mahler ofCPH, was also present.
Plans are to construct an administrative building and 2 2S-bed dormitories. The property is
owned by Health Care for the Homeless and the intent, as presented to Staff, was that this facility
was to be a center for the homeless to recover after surgery, etc. It is not the intent for this
facility to serve as a halfway house or a permanent home for the homeless. Marcaione is
supposed to clarify this concern and present it in writing to the Community Development
Director.
Please see attached Staff comments. Other code requirements were discussed.
A pre-application meeting will be held at a later date.

My comments for the above site plan are as follows:
1) Shall comply with Florida Accessibility code throughout.
2) Accessible paoong area needs to be the closest rout to entrance of the building.
3) V\l'ill there be any designated drainage retention areas or will there be drainage control areas to
the wetlands?
4) The ramps from the main buildings to the subordinate buildings are at a different elevation.
The slope will need to meet the accessibility code.

I have reviewed the above referenced conceptual site plan for the proposed respite center and
offer the below listed comments:
1) The wetlands must be delineated. Once this is done, a 25-foot upland buffer must be
maintained.
2) An endangered species survey, archaeological survey and a Level 1 Environmental Survey is
to be conducted.
3) The project will be reviewed in one step. Therefore, the requirements of Chapter 9 must be
followed.
4) Impact fees apply.
5) Will the project be tied in to the sewer lines or is this property to have a septic tank?
6) Where is the stormwater management system?
7) A tree survey must be done.

TEXT: The fire department has reviewed the above referenced
plans and offers the following comments:
1. The building and construction shall comply with NFPA
101, Life Safety Code, Chapter 32, New Residential Board
and Care Facilities, 2000 edition.
2. All buildings will require a monitored fire sprinkler
and alarm system.
3. An additional fire hydrant may be required to meet
distance requirements per city code.
4. No on site burning of land clearing materials 1S
permitted.
5. Electronic gates shall comply with City Code
requirements.
6. The distances for deploying firefighting handlines to
the dormitories are excessive and will need to be
addressed. Rescue access as currently shown would
necessitate going through the main building which is
also unacceptable. (see plans for suggestions)

The parcel appears to be addressed incorrectly,
350 on plans), however, this does not fall into
with other busineses already addressed.
