REQUEST: Capital Projects Coordinator is requesting approval to accept Hazard
Mitigation Grant Program Funds from the Federal Emergency Management
Agency (FEMA) through the Florida Department of Community Affairs (DCA).
PURPOSE: The purpose of this Board item is to request approval to accept Hazard Mitigation
Grant Program (HMGP) Funds from FEMA through a contract with DCA for the
installation of wind proof shutters, doors and windows for Fire Stations 24, 26 and
28.
CONSIDERATIONS:
This agenda item is needed to improve the protection from hurricanes of the fire
stations windows and doors. Staff submitted applications to receive a share of funds set aside
for Hazard Mitigation as identified in the Seminole County Local Mitigation Plan as part of
the Seminole County Mitigation 20/20 Task Force. After the hurricanes in 2004, DCA and
FEMA accepted additions to the approved plan for funding made available to mitigate future
damage.
Staff submitted requests to have; 1) hurricane shutters installed on the windows and
openings of Fire Stations 24 and 26 and the replacement of all bay doors with hurricane
approved doors, 2) storm shutters installed on all windows and entrances to the Civic Center/
Senior Center and 3) to install Lexan window coverings and wind barrier to the Public Safety
building. These applications were submitted in April 2005 for a total of$199,563. These
grants are 75% funded through FEMA with 25% matching funds provided for by the City.

In May and June 2006, DCA approved the applications for Fire Stations 24, 26 and
28. The amount approved from FEMA for these facilities is $89,789.00 with the City portion
$28,827.00. Total project cost is $118,616.00. The installation of these improvements will
make the facilities safer for the emergency responders to remain in the facility during a storm
event.
FUNDING:
The Fire Department has budgeted for the City 25% funding as part of the current
fiscal year budget in the HMGP Project Fund (314-65000-50002).
RECOMMENDA TION:
It is recommended that approval be given to enter into a contract with FEMA through
DCA to accept HMGP funds in the amount of $89,789.00 for the installation of hurricane
shutters and bay doors on Fire Stations 24,26 and 28.
IMPLEMENTATION SCHEDULE:
The scope of work will be completed within 120 days of the issuance of the Notice to
Proceed. Reimbursement to DCA request will be made immediately upon funds being
expended.
