Public meeting which included a number of Seminole County elected officials and
members of Envision Seminole's Education and Economic Development stakeholder
groups

Call to Order Meeting called to order at 7:40am. Quorum present. Butch Bundy for
Butch Bundy recognized Joe Montisano with the Central Thom Greene,
Florida Zoo and, on behalf of the group, thanked him and Chairman
his staff for hosting the meeting.

Action Items meeting to allow time for Dr. Vogel's presentation.
Butch Bundy introduced Jeanne Morris, School Board
Chair
Jeanne Morris opened the presentation welcoming the Jeanne Morris
audience and requesting short introductions from each of Dr. Bill Vogel
those in attendance. George Kosmac
The Impact of Growth and Land Use Changes on
Public Schools - presentation.
Dr. Bill Vogel, Superintendent SCPS, then lead a
presentation on the background of the issue, current
challenges, and a .next step. recommendation.
Highlights of Dr. Vogel's presentation:
. Initial discussions held with a number of
community groups including the County Board of
Commissioners, PBAS, HBA, City Managers and
Planners, and Or1ando Regional Realtors Assoc.
. statistics demonstrating increasing student
DODulation and changing demographics
New Business
. Challenges listed included changes in County
Comprensive Plan resulting in greater population
densities, scarcity of school sites, loss of PECO
dollars, impact of class size reduction, increasing
costruction costs
. A review of current revenue sources, both local
and state, for capital projects including impact
fees and a portion of local sales tax
. Recommendation to reinstate Citizens Advisory
Group to focus on
o Providing facilities including land to meet
student needs
o Provide fair and uniform method for
assessing development projects for
school needs
o Develop a system of assessment that the
school district, residents, local
government, and the development
community may rely on for land use and
fiscal planning
o Develop process to provide input to local
government to assure adequate inter10cal
government planning and needs of the
school district are met through the
development review process
o First meeting tentatively scheduled for
June 21. Each interested organization will
be asked to participate with one
representative.
George Kosmac, Deputy Superintendent of Operations,
continued the presentation with a review of how the
district is ensuring high quality, cost school construction
and other capital expenditures.
Highlights of Mr. Kosrnac's presentation:
. State cost savings awards totaling $11.3M.
Legislature discontinued funding this program.
. Use of prototype designs results in cost
reductions
. When compared to other neighboring districts,
SCPS average construction costs are less
. A review of current building projects and
planned new construction
Dr. Vogel and Mr. Kosmac lead a Q&A with the audience.
A copy of the entire presentation has been e-mailed to
members of the MayorslManagers Meeting group. A
summary of the meeting and the presentation will be
posted on the Envision Seminole web site, Education
stakeholder oaae.

Next Meeting The next meeting will be held June 16th, 7:30am- June 16
9:00am, hosted by the City of Longwood at the Longwood
Community Building located at 200 W. Warren Ave,
Longwood, Florida
