application form; providing for time limitations to file vested rights
applications; providing for a public hearing and administrative orders
approving or denying a vested rights special use permit; providing for
appeals of administrative orders to the city commission; providing for
hearings on appeals; providing standards for determining vested rights;
providing limitations on vested rights special use permits; providing
severability; providing an effeciive date.
