HomeMy WebLinkAbout2023 04 24 Regular 500 - NRCS Hurricane Ian FundingREGULAR AGENDA ITEM 500 CITY COMMISSION AGENDA | APRIL 24, 2023 REGULAR MEETING TITLE NRCS Hurricane Ian Funding SUMMARY In the aftermath of Hurricane Ian, the City of Winter Springs with the aid of its' design consultant applied for and received a commitment of funding from the Natural Resources Conservation Services (NRCS) for debris and sediment removal as well as the installation of sheet pile walls in areas where bank erosion occurred along Howell Creek. The funding amounted to 75% of the total cost entailed in the design and construction of the proposed improvements. The City has committed to provide the 25% matching funds for the debris and sediment removal ($122,035); however, the 25% matching funds is typically provided by the individual property owner or HOA that would receive direct benefit from the sheet pile wall installation, ($987,291) particularly since the sheet pile walls would be installed on privately held land. This matter will be further discussed and perhaps decided on at this Commission Meeting. RECOMMENDATION The City Attorney will advise the City Commissioners of the City's ability to participate in the 25% matching funds for the design, permitting and construction of the sheet pile walls as a method of stream bank stabilization. 109
