"If a person decides to appeal any decision made by the board, agency, or commission with respect to any matter considered at such meeting or hearing, he or she will need a record of the proceedings, and that, for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based" - per Section 286.0105 Florida Statutes. 3 REGULAR AGENDA - PART I ITEM 500 PARKS, RECREATION, AND MOBILITY ADVISORY COMMITTEE AGENDA | FEBRUARY 4, 2026 REGULAR MEETING TITLE Election for Chairperson of the Parks, Recreations and Mobility Advisory Committee for Calendar Year 2026 SUMMARY Staff recommends the Parks, Recreations and Mobility Advisory Committee discuss and elect a Chairperson for calendar year 2026. FUNDING SOURCE RECOMMENDATION Pursuant to City Code, Section 2-41(h), "Unless otherwise provided by state or federal law, each board and committee shall be responsible to elect, by majority vote of the members of each board or committee, a chairperson and vice-chairperson. The election shall occur annually at the first meeting held in January, unless there is no January meeting, then the next meeting held. All newly established boards and committees shall make such elections at their regularly held meeting and then annually as stated above. Alternate members (as provided below) shall not be elected to positions of chairperson or deputy-chairperson." SUMMARY FUNDING SOURCE RECOMMENDATION Staff recommends the Committee approve the December 17, 2025 Parks, Recreation, and Mobility Advisory Committee Special Minutes as presented. 6 PARKS, RECREATION, AND MOBILITY ADVIOSRY COMMITTEE SPECIAL MEETING MINUTES DECEMBER 17, 2025 CITY HALL – COMMISSION CHAMBERS CITY OF WINTER SPRINGS, FLORIDA CALL TO ORDER Chairperson Jason Bryne called the Wednesday, December 17, 2025, of the Parks, Recreation, and Mobility Advisory Committee Special Meeting to order at 5:30 p.m. in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Chairperson Bryne closed “Public Input”. 7 CITY OF WINTER SPRINGS, FLORIDA MINUTES PARKS, RECREATION AND MOBILITY ADVISORY COMMITTEE SPECIAL MEETING – DECEMBER 17, 2025 PAGE 2 of 3 CONSENT AGENDA 300) Approval of the Wednesday, August 6, 2025 Parks, Recreation, and Mobility Advisory Committee Regular Meeting Minutes No discussion. 301) Approval of the Wednesday, November 12, 2025 Parks, Recreation, and Mobility Advisory Committee Regular Meeting Minutes "I MOTION WE ACCEPT THE MINUTES.” MOTION BY CHAIRPERSON BYRNE. SECONDED BY COMMITTEE MEMBER LAMBIE. DISCUSSION. ALL IN FAVOR. NONE OPPOSED. MOTION PASSED WITH UNANIMOUS CONSENT PUBLIC HEARINGS AGENDA 400) Not Used REGULAR AGENDA 500) Parks Maps Update Mr. Dunigan opened the item by introducing Mr. Jeff Standford, the City’s Senior GIS Analyst, who gave an overview and demonstration of the new GIS parks map tool. It shows each park’s location within the city and provides a breakdown of the amenities available at each park. The tool will be located on the city’s webpage. Suggestions on additional filters were given such as adding one for labeled handicap spots and bike rake locations. Additional clarifying questions were asked on the search feature and if the mapping could be used for distance with biking, walking, and driving. Staff responded that the currently available version cannot track distance is more of an informational tool. Further discussion continued with suggestions for adding hours of operation, updated pictures within the parks at ground level and whether the parks are night lite and handicapped accessible. The city relayed that they are currently working on adding the ability to make reservation within the mapping tool or at least redirect to the city’s reservation website. Additionally, staff took note of the suggestions given and thanked the members for their input on ways to improve the work-in-progress mapping for residents. 501) Discussion on Parks FY 26-27 Capital Projects Mr. Dunigan opened the item relaying staff ’s want to provide items for the committee to consider and provided any recommendation or direction to staff. Mr. Dunigan presented some timeline information regarding the Central Winds Master Plan and fiscal year 2027 Capital Considerations to the Committee. Questions ensued regarding impact fees, what the fund within the Park Reserve Fund could be utilized for, and the different amenities within Central Winds now and what is stated on the master plan. Discussion on land acquisition, additional sidewalks and the proposed destination playground within the master plan ensued. Additional inquiries were asked about by the Committee about getting additional information on future projects so the committee could provide further suggestions; especially concerning matters relating to ADA accessibility. Staff explained the department does not have an active project list due to the Capital projects being ever changing and relayed that ADA enhancement was currently underway. PUBLIC INPUT Chairperson Byrne opened “Public Input”. No one addressed the committee. Chairperson Bryne closed “Public Input”. Chairperson Byrne relayed to the Committee that he will be attending meetings with additional entities and surrounding area to see how the city could improve connectivity. Brief questions regarding a list of planned projects for 2026 were asked. Staff relayed they would investigate and bring a prepared list to the next meeting. Deputy City Clerk Tarrant relayed the calendar year 2026 scheduled meetings. Lastly, a brief review of the requirements needed to schedule a special meeting were discussed. This annual initiative recognizes the service and sacrifice of Winter Springs residents who have served in the U.S. Armed Forces. Banners are displayed each year from early January through early June.
