"If a person decides to appeal any decision made by the board, agency, or commission with respect to any matter considered at such meeting or hearing, he or she will need a record of the proceedings, and that, for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based" - per Section 286.0105 Florida Statutes. 3 REGULAR AGENDA - PART I ITEM 500 TUSCAWILLA LIGHTING & BEAUTIFICATION DISTRICT ADVISORY COMMITTEE AGENDA | JANUARY 21, 2026 SPECIAL MEETING TITLE Election for Chairperson of the Tuscawilla Lighting and Beautification District Advisory Committee for Calendar Year 2026. SUMMARY Pursuant to City Code, Section 2-41(h), "Unless otherwise provided by state or federal law, each board and committee shall be responsible to elect, by majority vote of the members of each board or committee, a chairperson and vice-chairperson. The election shall occur annually at the first meeting held in January, unless there is no January meeting, then the next meeting held. All newly established boards and committees shall make such elections at their regularly held meeting and then annually as stated above. Alternate members (as provided below) shall not be elected to positions of chairperson or deputy-chairperson." The Chairperson for 2025 was Terri Bivona. FUNDING SOURCE N/A RECOMMENDATION Staff recommends the Tuscawilla Lighting and Beautification District Advisory Committee discuss and elect a Chairperson for calendar year 2026. 4 REGULAR AGENDA - PART I ITEM 501 TUSCAWILLA LIGHTING & BEAUTIFICATION DISTRICT ADVISORY COMMITTEE AGENDA | JANUARY 21, 2026 SPECIAL MEETING TITLE Election for Vice-Chairperson of the Tuscawilla Lighting and Beautification District Advisory Committee for Calendar Year 2026. FUNDING SOURCE N/A RECOMMENDATION Staff recommends the Tuscawilla Lighting and Beautification District Advisory Committee discuss and elect a Vice-Chairperson for calendar year 2026. 5 REGULAR AGENDA - PART II ITEM 502 TUSCAWILLA LIGHTING & BEAUTIFICATION DISTRICT ADVISORY COMMITTEE AGENDA | JANUARY 21, 2026 SPECIAL MEETING TITLE TLBD Enhancement Projects FY26 SUMMARY Following the direction provided to City staff at the November 19, 2025 TLBD board meeting, City staff has prepared an outline with approximate costs for various enhancement and upgrade projects that can be completed in FY26. Currently, the TLBD Maintenance budget for FY26 includes $75,000 allocated for Assessment District Rehabilitation in GL160-15-0000-545270, R&M Infra Grounds. Estimated Costs for each of the enhancement areas are as follows: WS Blvd Median and Tuscora Entrance Landscaping Renovations $575,800 North Foutain Rehab $176,000 Decorative Street Sign Refurbishment $50,000 Small Monument Landscape Renovations $18,000 Main Entrance Landscape Lighting Refit $19,000 The landscaping enhancement costs were calculated by City staff using materials only quotes from a local supplier that has previously worked with the City. An additional percentage was added to these material costs to estimate installation cost that would be charged by a qualified landscape contractor. Formal installation quotes have not been obtained yet from contractors. Preparing formal quotes requires a substantial investment of time and resources by potential contractors, and as a matter of common professional courtesy, staff chose not to request formal quotes for a full list of projects that could not realistically be completed in FY26 without clear direction from the board on their priorities. Staff would advise the committee that the $575,800 total for the WS Blvd Medians and Tuscora Monument renovations has 23 different components and any combination of various projects can be pursued from this list with the funds available for FY26. Given the diverse list of projects and strong community interest in prioritizing specific enhancement opportunities, City staff is seeking direction from the TLBD Committee on how to prioritize these enhancement efforts with the funds available for FY26. 6 To help facilitate the TLBD Committee in providing direction City Staff is requesting that the members of the committee be prepared to score each of the 25 projects identified in the accompanying attachment by using the following scoring criteria: 1=Not interested in pursuing this enhancement in FY26 2=Somewhat interested in pursuing this enhancement in FY26 3= Very interested in pursuing this enhancement in FY26 An average of each members score will be calculated to determine the TLBD Boards highest ranked projects from the list provided. Immediately following the scoring during the January 21st, 2026 meeting staff request that the TLBD Board evaluate the top 5 highest scored enhancement opportunities, the total cost for these projects, and provide further direction to staff. Staff would also request the Committee be prepared to discuss prioritization of remaining projects for future fiscal years at their February 18th, 2026 meeting. FUNDING SOURCE 160-15-0000-545270, R&M Infra Grounds has available funds of $75,000 to pursue the priorities as identified by the TLBD board.
