Electric Vehicle Charging Discussion
SUMMARY
At the request of Commissioner Bruce City staff has gathered information on Electric
Vehicle charging infrastructure.
The following is EV Charger information received from discussions with Mr. Ben
Pauluhn President of Optimus Energy Solutions.
Financial Model Options
Direct Purchase Option:
Cost: $75,000 per charger through Sourcewell procurement.
The City of Winter Springs would own and operate the infrastructure
Full Revenue retention but the City would also be fully responsible operations
Upfront capital investment required
Public-Private Patnership (Optimus Model):
Zero upfront cost to the City
10 year minimum operating agreement
City receives 5% revenue share
Private partner handles all operations, maintenance, and utility costs
Typically requires a minimum scope of 6 to 10 chargers
Key Discussion Points:
Location Strategy: Where would these charging hubs best serve residents and
visitors? Consider proximity to shopping, dining, municipal facilities, recreation
amenities, and major traffic corridors.
Demand Analysis: What's the current and projected EV adoption rate in Winter
Springs? How does this align with the planned 6-8 private DC stations already in
development?
Revenue Projections: What kind of income could the city expect from the 5%
revenue share? How does this compare to the ongoing costs if the city owned the
stations directly?

Contract Terms: The 10 years commitment is significant - what happens at the end
of the term? Are there performance guarantees or maintenance standards built-in?
Coordination Opportunities: How might the city's charging infrastructure
complement the private development? Could there be strategic positioning to avoid
oversaturation while ensuring adequate coverage?

City staff is recommending the Commission review the information presented and
provide further direction.
