HomeMy WebLinkAbout2025 10 13 Consent 303 - Resolution 2025-08 Updating the Parks and Rec Fee Schedule and Establishing a Veterans Banner ProgramCONSENT AGENDA ITEM 303 CITY COMMISSION AGENDA | OCTOBER 13, 2025 REGULAR MEETING TITLE Resolution No. 2025-08 Updating the Parks & Recreation Fee Schedule and Establishing a Veterans Banner Program SUMMARY This resolution is recommended for the purpose to proposed of establishing the Veterans Banner recognition program and the associated fees. An outline of the proposed banner is 'Exhibit A' of the resolution. The amended fee schedule is 'Exhibit B' of the resolution. None of the previously adopted fees within the Parks and Recreation fee schedule are proposed for changes under this resolution. In accordance with direction provided by the City Commission on May 12, 2025, City staff has collaborated with the Veterans and Veterans Family Advisory Committee to develop an annual Veterans Recognition Banner Program, along with associated fees. The proposed program was presented to the Veterans and Veterans Family Advisory Committee on July 10, 2025. Following this meeting, City staff worked with a designated liaison from the Committee to further refine the program model. The Winter Springs Veteran Banner Program is designed to honor local veterans by displaying commemorative banners on designated City streetlight poles located in the public right-of-way. This annual initiative serves to recognize and celebrate the service and sacrifice of Winter Springs residents who have served in the U.S. Armed Forces. Banners will be displayed annually from early January through early June and may be renewed each year for an additional fee. To date, staff has identified approximately 77 potential installation locations for the program's first year. These include decorative light poles leased by the City from Duke Energy along the public right-of-way on North Tuskawilla Road and Blumberg Boulevard within the Town Center. A program model has been developed, outlining key responsibilities of relevant City staff positions related to program administration. An initial participation fee of $200 is proposed to cover banner production, installation, and administrative overhead. A renewal fee of $100 is also proposed for returning participants in future years. Participants who wish to have a banner displayed in future years but their previously used banner is not in acceptable condition for display an additional banner reproduction fee of $100 will be applied. 633 To streamline the application and payment process, staff has integrated the program with existing Parks & Recreation software already in use by the City. For the initial display period beginning in January 2026, the proposed application deadline is Friday, October 14, 2025. For future years, the annual application deadline will be October 1. A sample illustration of the proposed banner has been attached to the this agenda item. FUNDING SOURCE City staff has identified funds from 001-72-7240-550520 in the proposed FY25/26 budget to cover the printing cost associated with producing these banners which will be offset by associated revenues from program participants. RECOMMENDATION Staff is recommending the City Commission approved Resolution No. 2025-08 to update the Parks & Recreation Fee Schedule and approve the establishment of a Veterans Banner Recognition Program. 634 City of Winter Springs Resolution No. 2025-08 Page 1 of 3 RESOLUTION 2025-08 RESOLUTION OF THE CITY COMMISSION OF THE CITY OF WINTER SPRINGS, FLORIDA, ESTABLISHING A VETERANS BANNER RECOGNITION PROGRAM AND UPDATING AND REVISING THE SCHEDULE OF FEES FOR PARKS AND RECREATION FACILITY USES AND ACTIVITIES; PROVIDING FOR REPEAL OF PRIOR INCONSISTENT RESOLUTIONS; SEVERABILITY AND AN EFFECTIVE DATE. WHEREAS, the City is granted the authority, under Section 2(b), Article VIII, of the State Constitution, to exercise any power for municipal purposes, except when expressly prohibited by law; and WHEREAS, the City Commission has the authority to establish fees pursuant to section 166.201. Florida Statutes; and WHEREAS, the City Commission Desires to establish a Veterans Banner Recognition Program; and WHEREAS, the City Commission desires to revise the fees for the City’s Parks and Recreation Facility uses and activities to establish the associated fees for the Veterans Banner program; and WHEREAS, the City Commission of the City of Winter Springs finds that this Resolution is in the best interests of the public health, safety, and welfare of the citizens of Winter Springs. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF WINTER SPRINGS, SEMINOLE COUNTY, FLORIDA, AS FOLLOWS: Section 1. Recitals. The foregoing recitals are deemed true and correct and are hereby fully incorporated herein by this reference. Section 2. Program Established. The City Commission hereby approves the establishment of the Veterans Banner Program which is outlined in Exhibit “A,” attached hereto and fully incorporated herein by this reference. Section 3. Fees Established. The City Commission hereby adopts the fee schedule set in Exhibit “B,” attached hereto and fully incorporated herein by this reference. Section 4. Repeal of Prior Inconsistent Resolutions. All prior inconsistent resolutions adopted by the City Commission, or parts of prior resolutions in conflict herewith, are hereby repealed to the extent of the conflict. Section 5. Severability. If any section, subsection, sentence, clause, phrase, word, or portion of this Resolution is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such holding shall not affect the validity of the remaining portion hereto. 635 City of Winter Springs Resolution No. 2025-08 Page 2 of 3 Section 6. Effective date. This Resolution shall become effective immediately upon adoption by the City Commission. GARGANESE, City Attorney 637 ‘Exhibit A’ Resolution 2025-08 Outline of Veterans Banner Program I. Program Description a. The Winter Springs Banner program honors local veterans by displaying commemorative banners along designated streets within the City of Winter Springs on Right of Way street lights. This annual program recognizes the service and sacrifice of Winter Springs Residents who have served in the U.S. Armed Forces. II. Designated City Streets for Banner Program a. The designated City streets for display of these banners will be Tuskawilla Road within the Winter Springs Town Center, and Blumberg Boulevard. III. Associated Fees a. The initial program fee which includes design, banner production, installation and removal is $200. A renewal fee of $100 is available for participants who desire to have their banner displayed in future years, provided the banner remains in acceptable condition as determined by City staff. Participants who wish to have a banner displayed in future years but their previously used banner is not in acceptable condition for display an additional banner reproduction fee of $100 will be applied. Fees will be evaluated annually by City staff and any subsequent recommendations for fee amendments will be presented to the City Commission on an as needed basis. IV. Display Period a. The display period for the banners will be from mid-January until the mid of May each year V. Registration Period a. Applications can be submitted throughout the calendar year with an established deadline of October 1st annually in order to be included in the next annual display period. VI. Banner Specification a. The standard size of the banners will be 17X36 inches b. The banners will be constructed from a double sided, weather resistance vinyl c. Design Elements will include the Veteran’s name, Military Branch, and a photograph of the veteran. 638 ‘Exhibit A’ Resolution 2025-08 Outline of Veterans Banner Program VII. Application Process a. The application process will primarily be managed through the City’s online recreation software program. b. Payments may be made in the form of credit card, cash, or check made payable to The City of Winter Springs c. Upon receipt of an application City staff will verify eligibility of the applicant and coordinate receipt of a digital photograph of the veteran. VIII. Eligibility a. Veterans Status: Must have served in any branch of the United States Armed Forces (Active Duty, Reserve, or National Guard). Must be honorably or generally discharged. b. Residency: The veteran must be a current Winter Springs Resident, or the applicant must be an immediate family member of such a veteran. c. Verification: Documentation confirming military service is required in addition to proof of residency. IX. Renewals a. Banners may be renewed annually for a fee of $100 contingent on the banner still being in acceptable condition as determined by the City. b. If banners are not in suitable condition for display in future years a replacement banner may be purchased for an additional $100 in addition to the Renewal Fee of $100. X. City Staff and City Liaison Responsibilities a. The Recreation and Events Manager will serve as the Program Administrator. Their responsibilities generally will include overseeing the overall administration of the program, coordination with applicants, and scheduling. b. The Communications Director will be responsible for creating banner designs, ensuring compliance with established City branding, and marketing the program to the public. c. The Parks Manager will oversee the installation and maintenance of the banners. They will be responsible for the storage and of banners kept from previous years and coordinate staff resources for annual installation, removal, and storage of the banners. d.
