TITLE
Purchase of the MVB3X Modular Vehicle Barrier System with Storage Solution
SUMMARY
The MVB3X barriers are designed for simple setup and take-down to close off traffic
points within an event. The deployment requires no anchoring or tools. They are
rapidly movable and provide a rapid signal to motorists and pedestrians. The pivot
wheel systems make transitioning to additional lanes and or taking down simple. The
MVB3X comes with its own storage solution, which will protect these units from the
elements. This makes deployment faster, with less staffing needed for full deployment.
Additional features include a custom banner tailored to our specific needs and
sequential lighting for extra awareness.
FUNDING SOURCE
The funding source has been approved within the FY26 budget, under capital item
"Machinery and Equipment" 001-2100-560640.
RECOMMENDATION
Staff recommends the City Commission approve the purchase of the MVB3X Modular
Vehicle Barrier System from Advanced Security Technologies (AST) for the purchase
price of $134,655. AST is a sole-source company that provides the components of a
specialized transport and storage trailer, the MVBs, a pivot system, and accessories
that no other manufacturer or entity provides.

This letter confirms that Advanced Security Technologies LLC is the sole source provider of the
Mobile Vehicle Barrier System package, which includes the specialized transport trailer, the
modular vehicle barriers, pivot systems, and accessories. No other company or entity provides
all the components of the system.
AST has been supplying the Mobile Vehicle Barrier System package throughout the US since
2017and we look forward to working with you as well.
