Central Winds Park Master Plan Timeline
•Award for planning services approved in July of 2024
•Planning efforts began in late Summer 2024 and continued through Fall/Winter of
2024
•Initial Presentation to City Commission in December of 2024
•Final Master Plan Report approved by the City Commission in February of 2025

FY 2027 Capital Considerations
•Staff is currently preparing an RFP for a City facility capital
needs assessment
•$100k Trotwood Lacrosse Rebound wall will not be
pursued in FY26 at direction of City Commission, unused
fund balance to remain in Park Impact Fee Fund #153
•Strong resident feedback in support for the addition of
lights at Central Winds Park Lower Fields
•Staff recommends beginning planning process for
replacement of existing 3 story playground currently
located in the Central Winds Park Passive Area

Central Winds Park Passive Area Playground
•Replacement considerations for commercial grade playground
equipment should factor in extent of use, level maintenance, exposure
to weather, and material of equipment.
•Playground was constructed in 2006
•Original Purchase Price was $113K
•Current condition is fair/good, routine preventative maintenance and
heavy shade has extended useful life of the equipment.
•Availability of replacement components has been a challenge with
some Original Equipment Manufacturer (OEM) parts no longer
available
