•Proposal is to develop a 7 Brew Drive-Thru Coffee at The Blake Commons to include a 510 sq. ft.
coffee shop with two (2) drive-through lanes and 262 sq. ft. cooler/storage.
•Hours of Operation: Monday – Thursday 5:30 AM to 10 PM; Friday – Sunday 5:30 AM to 11 PM
•Queue Analysis: development will accommodate up to nineteen (19) vehicles within the drive -
through (exceeds required capacity)
•Community Workshop was held on June 10, 2025: no objections raised by citizens
•The P&Z Board voted unanimously on November 6, 2025 to recommend approval of the Site

COMMUNITY DEVELOPMENT
Staff recommends the City Commission approve FEDP-2025-0012 (site plan), AERV-
2025-0006 (aesthetic), the 3 Waivers (WAIV-2025-0016, WAIV-2025-0017, WAIV-
2025-0018), and DVAG-2025-0006 (development agreement) subject to the
following conditions:
1.Execution of the Development Agreement.
2.All grass on the Property shall be Bahia grass. No St. Augustine grass or grass
types with low drought tolerance shall be permitted.
3.Economic Impact analysis required before City Commission Public Hearing.
