Subject: Create a 5-year Plan for all recommended projects to be funded by the City
I would like to provide to the TLBD Advisory Committee with a recommendation to create a
“5-year Plan” to address all the projects desired by the TLBD for city funding. The plan
should address a “phased approach” based on priorities and funding needed, with the
highest priorities being funded first in a way that supports a realistic budget.
This 5-year plan will make the Committee’s requirements known to the public with more
specificity to better communicate our needs as related to priorities and budget. This would
provide the reader with more specific information to better justify expenses and
demonstrate that the lower priority needs can be delayed for as long as possible. This plan
could be reviewed, discussed, analyzed, and revised at every TLBD meeting and act as your
guide in support of the budget and your tasking.
This 5-year plan will make the TLBD budget request more understandable and better justify
the funds requested by demonstrating that the highest priority requirements will be
addressed first while the lower priority work that can wait, will be delayed until some point
in the future. This should make the TLBD project planning and funding much better and
make it easier to anticipate changes, while also make any requests for additional funding
easier to explain to the Commission as well as to the Public. This will better help in
providing data concerning any recommended budget shortfalls (or surpluses) should they
arise.
As an example, you could divide up your projects by priority and funding as follows:
- 7 Monument Signs – Which Monuments, What work, What priority, What year?
- 23 Landscape Mediums - Which Mediums, What work, What priority, What year?
- 123 Street signs & Stop signs / Poles - Which signs, etc., What work, What priority,
What year?
- Two 57,000-gallon water features – Which water feature, What work / priority, What
year?
- ~15 acres of landscaped areas – What work, What priority, What year?
- 2 Flag Poles – What work, What priority, What year?
- Other – What work, What priority, What year?
