Chairperson Bivona asked about mulching that was relayed to be the quarterly palm maintenance by staff and that the electricity was a little high in June. Staff responded that June was a billing cycle shift and that staff would investigate it. 501) Update on Assessment Rate Adjustment Chairperson Bivona opened the item and gave a “TBLD Budget Overview presentation”, provided by her, that gave an overview of the responsibilities and budgets of the Tuscawilla lighting committee from 2007 to present for the Committee and audience. Committee Member Ritchey relayed the temperature she felt from the neighborhood residents as negative on the upkeep on the area. Further discussion ensued on the opinion of how the area has been taken care of for several years. Committee Member Ritchey gave the suggested and volunteered to donate some plants and fiowers to the city for the area and relayed discussions she has heard from other residents regarding the fountains. Mr. Maddox responded to the suggestion of donating landscaping martial by relaying that donations need to be approved by the City Commission. The discussion moved over to Mrs. Queen where she reviewed and highlighted aspects of the "NBS Assessment Increase Report". Mrs. Queen opened the fioor to questions. Further explanation was given to the committee on the process in relation to the Commission and how this time is different with the increase happening. "I MOTION THAT WE TO TAKE THE STUDY FOWARD TO [CITY COMMISISON] FOR THE CAP.” MOTION BY VICE-CHAIRPERSON PAUL . SECONDED BY CHAIRPERSON BIVONA. DISCUSSION. VOTE: BIVONA (AYE); PAUL (AYE); RITCHEY (AYE) MOTION PASSED. 3-0 Committee Member Ritchey asked about the Arbor Day tree giveaway trees and utilizing some of them within the medians. Mr. Maddox responded in kind that the city has and currently does. 502) Update on Tuscawilla Lighting and Beautification District Projects Mr. Maddox opened and gave a brief update on the North Fountain there was a crack in the fascia, and it will be repaired. Chairperson Bivona pointed out the height difference in the fountain stream. Mr. Maddox relayed the city is trying to be careful as to not cause a pipe failure like the south fountain due to the ageing pipes and wanted to keep them similar to each other. 9 CITY OF WINTER SPRINGS, FLORIDA MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGUALR MEETING – AUGUST 27, 2025 PAGE 3 of 3 Chairperson Bivona brought up a concern from Committee Member Jones about the visibility of the pump box. Mr. Maddox relayed it has been screened with the shrubs that have been planted around it they just need to time to grow in more. REPORTS PUBLIC INPUT Chairperson Bivona opened “Public Input”. Mayor Kevin McCann, Winter Springs thanked the Committee for their time and work they put in. Chairperson Bivona closed “Public Input”.
