SR 434 – Site/Final Engineering, Aesthetic Review, Waiver, Condition, and Development Agreement for staff and board consideration. Where needed, references to page numbers are based on the numbers shown on the online agenda packet. Agenda item 400 requests the P&Z Board to consider “Site/Final Engineering, Aesthetic Review, Waivers, and Development Agreement regarding the applicant’s request to construct a ±510 sq. ft. coffee shop with a drive-through and ±262 sq. ft. cooler/storage in the Town Center District, T5 Transect.” The property is approximately 0.5 acres, located on the north side of SR 434, east of Michale Blake Boulevard, parcel ID 26-20-30-5AR-0A00-007L. The property is part of the Blake Commons plat. My review comments should be considered considerations for staff and board and not construed as objections to the project. The comments are as follows: 1. Page 13 – Staff should consider future application of the City’s mobility strategies based on trips generated by the parent tract (i.e., Blake Commons), rather than each individual child tract. The aggregate of trips generated by the parent tract may result in the need for one or more mobility strategies, whereas evaluation of each individual subparcel or lot may fall below the thresholds for any mobility strategies. 2. Page 19 – Waiver 1 requesting maximum setback from 50 feet to 68.37 feet. This is consistent with other setback waivers granted to adjacent properties, is in substantial compliance, and is reasonable. No further comment. 2 3. Page 21 – Waiver 2 requesting location of the drive-thru door on the eastern side of the building. Based on the ingress/egress of the site and circulation of vehicles for the drive- thru service to maximize the queue storage length, the relocation of the door from City code is reasonable. No further comment. 4. Page 22 – Waiver requesting variations for streetscaping/landscaping. The proposed streetscaping and landscaping plan is consistent with adjacent parcels along the northeast quadrant of SR 434 and Tuskawilla Road and substantially compliant with City Code. No further comment. 5. Page 29 – It is unclear where the menu boards are located on the site plan which are depicted on the Elevations (page 31), which would have an impact on the ordering operations for the site. For example, does the site have an order kiosk and a pick-up window, or are the orders placed at the window? 6. Page 31 – What is the clearance height of the overhead structure above the drive-thru lane? Concern with respect to taller vehicles. 7. Page 66 – Vehicle tracking for an emergency vehicle through the site was reviewed and found acceptable. No further comment. 8. Page 71 – Should there be additional lighting on the southwest side of the drive-thru lanes for employees crossing the lanes to get to the dumpster?
