Services” RFQ 05-19 LR for the City of Winter Springs, Florida”

The meeting of the Advisory Selection Committee for RFQ 05-19 LR “Professional
Services for Utilities Operations, Maintenance, and Management Services” RFQ 05-19
LR for the City of Winter Springs, Florida” was called to order at 1:08pm
Ms. Holly Queen, City Controller, Finance Department welcomed everyone to the
Advisory Selection Committee meeting for RFQ 05-19 LR and introduced the
members of the Committee:
Mr. Bryant Smith, III, P.E., CFM, City Engineer, Public Works Department
Ms. Lena Rivera, P.E., D.WRE, Director, Public Works and Utilities Departments
Ms. Casey Howard, Director, IT & Administrative Services
Ms. Queen then explained the process saying, “First, each Committee Member
evaluates each respondent separately. They then compile individual rankings,
discuss the compiled rankings if they choose, and may adjust scores based on
discussion. Committee Members reach a final consensus which determines the
recommended rank. This is taken to the City Commission in September and, if

approved, a contract is negotiated with the approved vendor. The contract is taken
back to the Commission for approval and then finalized and approved.”
Ms. Queen then requested that each Committee Member print, sign, and date their
individual ranking sheets and went on to collect the sheets to produce the compiled
score.
Ms. Queen explained that each respondent was ranked out of a total of 300 points
and announced, “Veolia received 278 points and U.S. Water received 229 points.
Based on this ranking system, Veolia is ranked as Respondent 1 and U.S. Water as
Respondent 2.”
Ms. Queen then asked if there were any further comments or questions from the
Committee Members. None were expressed.
Mr. Shawn Boyle, City Manager expressed appreciation for the service of those on
the Advisory Selection Committee and explained to those in attendance, “This is
tentatively going on the September 9th Commission Meeting which starts at 6:30pm.
This is a proposed ranking so they can accept it, order us into negotiations with one
or the other, or both companies, they can scrap it and say you didn’t get enough
responses, they can do what they want. We will ask them for permission to go into
negotiation and see what they say.”
Mr. Boyle thanked everyone again.
