Services – Amendment 2 (scope change)
Kimley-Horn and Associates, Inc. (“Kimley-Horn” or “Consultant”) is pleased to submit this letter scope
(the “Scope”) to the City of Winter Springs, FL (“City”) for providing design and construction services
for Winter Springs Villages Reclaimed Water Main Extension. This Scope is for a work release under
RFP #01-21 Civil Engineering Continuing Service Contract. Modifications to the original scope’s
narrative are in italicized font and changes to the scope items are in strikethrough front.
Project Understanding
The City of Winter Springs currently supplies the Winter Springs Villages neighborhood with potable
water for the existing irrigation system. The City intends to extend the reclaimed water main
approximately 1,700 linear feet (LF) from the intersection of Blumberg Boulevard and Tuskawilla Road
to Fanning Drive along Tuskawilla Road. An active developer agreement with the Blumberg property
shows a 6- inch reclaimed water main starting at Bear Springs Drive and going to Tuskawilla Road
along Blumberg Boulevard. There will need to be additional coordination between the developer and
City staff to make the final connection to the proposed reclaimed water main on Tuskawilla Road. The
City will not be able to connect to the Winter Springs Village irrigation supply until the pipe along
Blumberg Boulevard is installed. The first amendment for this project extended the 8-inch pipeline an
additional 3,000 LF along Michael Blake Blvd. to connect to the 12-inch reclaimed water main at SR
434.
Scope of Services
Task 1 – Design Services
Kimley-Horn will prepare engineering design drawings for the construction of this pipeline extension.
Engineering design drawings will be submitted to the City for review at 90% and 100% design. Three
(3) sets of drawings will be provided at each submittal stage and the final documents will also be
provided in electronic format. The drawings will be prepared using AutoCAD. The design team will
attend a design review workshop with the City to collect all comments at each completion level. A
preliminary list of drawings is presented below:

Kimley-Horn will coordinate the needed survey with the surveyor, ECHO UES, Inc., to provide a
topographical survey of the existing and proposed reclaimed water main corridor. Survey will consist of
partial surveys within the east rights-of-way along Tuskawilla Road from Blumberg Boulevard to
Fanning Drive. The survey documentation will include topographical information, visible improvements,
manholes, inlets with top and invert elevations, existing landscaping and underground utilities.
Underground utility locates from non-City utilities will be located as they are flagged by their respective
owners. Further, right-of-way lines within the limits of the survey will be identified as part of the survey.

Task 2 – Permitting Services
Kimley-Horn will prepare and submit permit applications and supporting documentation necessary to
obtain a City of Winter Springs Right-of-Way permit.
Task 3 – Construction Phase Services and Certifications Funding Opportunities
A. The construction observation fee estimate for this task is based on a 21 calendar day s (3 weeks)
construction duration. During construction, Kimley-Horn will provide the following levels of service.
a. Attend up to two (2) on-site meetings, substantial and final completion.
b. Review of clarifications and interpretations estimated up to two (2) submissions
c. Attend one (1) pressure test
B. Clarifications and Interpretations: Kimley-Horn will respond to reasonable and appropriate
Contractor requests for information, and issue necessary clarifications and interpretations of the
Contract Documents to the City as appropriate to the orderly completion of Contractor’s work. Any
orders authorizing variations from the Contract Documents will be made by City.
C. Substantial Completion: Kimley-Horn will, promptly after notice from the Contractor that it considers
the entire Work ready for its intended use, in company with City and Contractor, conduct a site visit
to determine if the Work is substantially complete. Work will be considered substantially complete
following satisfactory completion of all items, with the exception of those identified on a final punch
list developed during the substantial completion site visit and project observation.
D. Final Notice of Acceptability of the Work: Kimley-Horn will conduct a final site visit to determine if
the completed work is performed in accordance with the Contract Documents and the final punch
list has been completed.
E. Project Documentation and Record Drawings: Kimley-Horn will review construction records (red-
lined drawings). At the completion of the project, Kimley-Horn will produce a final set of signed and
sealed record drawings for the City.
Due to the lack of available funding for the construction of this project, per direction of City staff, the fee
for Construction Phase Services and Certifications was used to apply for funding opportunities.
Kimley-Horn completed the grant application and responded to R equest for Information from the St.
Johns River Water Management District’s (SJRWMD) Cost Share program during the month of January
and February.
Kimley-Horn updated the application to submit for the FY 25 Community Project Funding Request Form
through the Florida House of Representatives.
Kimley-Horn provided the needed information and documentation to support the request for
appropriations for the Florida Legislature.
Schedule
Kimley-Horn will begin services upon receipt of an executed Task Order. These services will be
completed as expeditiously as possible. There is no change to the schedule since these services have
already been completed.
Method of Compensation
Kimley-Horn will perform these services for the total lump sum fee of $122,565.00, inclusive of office
overhead expenses. The breakdown of the fee by task is as follows:

There is no change to the Purchase Order since these services have already been completed within
this fee structure.
Services provided under this will be invoiced on a monthly basis. All invoices will include a description
of services provided.
In an effort to expedite invoices and reduce paper waste, Kimley-Horn submits invoices via email in an
Adobe PDF format. We can also provide a paper copy via regular mail if requested. Include the invoice
number and Kimley-Horn project number with all payments.

authorization.
