TITLE
Tentative Millage Rate for Fiscal Year 2025-2026 and Related Advertising
SUMMARY
The City Manager is requesting that the City Commission hold a Public Hearing relative
to the approval of Resolution 2025-14, which establishes the Tentative Operating
Millage Rate for Fiscal Year 2025 -2026 for the City of Winter Springs. The proposed
operating millage rate established by the Commission on July 14th, 2025 (millage cap)
was set at 2.6200 mills as submitted on the DR-420. The proposed operating millage
rate is 5.94% greater than the computed aggregate rolled-back rate of 2.4730 mills. It
is recommended the tentative operating rate not vary from the proposed millage rate
of 2.6200 mills as opposed to the rolled-back rate of 2.4730 mills that will result in
additional ad valorem General Fund revenue of $618,113 (net of statutory discount).
Any subsequent revisions by the City Commission to the tentative millage rates and/or
the tentative budget will be reflected in the Final Millage and Final Budget Hearings
scheduled for September 22nd at 6:30 p.m. However, the tentative operating millage
rate that is established cannot be exceeded at the final hearing. As such, it is
recommended that the City Commission set the tentative operating millage rate
equivalent to the proposed operating millage cap of 2.6200 mills. The City Commission
may reduce the operating millage rate at the final hearing.

RECOMMENDATION
Staff recommends the City Commission adopt Resolution 2025-14 which establishes
the Tentative Operating Millage Rate for Fiscal Year 2025-2026 for the City of Winter
Springs at 2.6200 mills which is 5.94% more than the rolled back rate of 2.4730 mills
and authorize the City to advertise in a newspaper of general circulation the City's
intent to hold public hearings to adopt final millage rate and final budget in
compliance with Florida Statute 200.065.
A 'sample' motion which includes the necessary elements for statutory compliance is
as follows:
I move to adopt Resolution 2025-14 establishing the Fiscal Year 2025-2026 operating
millage rate for the City of Winter Springs at 2.6200 mills and publicly announce that
the tentative operating millage rate of 2.6200 mills is 5.94% greater than the computed

rolled-back rate of 2.4730 mills and authorizing advertisement of the City's intent to
hold public hearings to adopt the final millage rate and budget.

RESOLUTION 2025-14
A RESOLUTION OF THE CITY COMMISSION OF WINTER SPRINGS,
FLORIDA, ADOPTING THE TENTATIVE OPERATING MILLAGE
RATE FOR THE CITY OF WINTER SPRINGS FOR THE FISCAL YEAR
COMMENCING ON OCTOBER 1, 2025 AND ENDING ON SEPTEMBER
30, 2026; ANNOUNCING THE PERCENTAGE BY WHICH THE
TENTATIVE OPERATING MILLAGE RATE IS MORE THAN THE
ROLLED-BACK RATE; PROVIDING FOR REPEAL OF PRIOR
INCONSISTENT RESOLUTIONS; PROVIDING FOR SEVERABILITY;
AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Winter Springs has held a public hearing
on the tentative millage rates pursuant to Florida Statute 200.065, Subparagraph (c);
WHEREAS, the City Commission of Winter Springs desires to adopt the tentative
operating millage rate and publicly announce the percentage change by which the tentative
proposed operating millage rate is more than the rolled-back rate;
WHEREAS, the City Commission of the City of Winter Springs deems that this
Resolution is in the best interest of the public health, safety, and welfare of the citizens of Winter
Springs; and
WHEREAS, the gross taxable value for operating purposes not exempt from taxation
within Winter Springs has been certified by the Seminole County Property Appraiser to the City
of Winter Springs on line 4 of the DR420 as $3,983,473,295.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF WINTER SPRINGS, SEMINOLE COUNTY, FLORIDA, AS FOLLOWS:
Section 1. Recitals. The foregoing recitals are deemed true and correct and are
hereby fully incorporated by this reference.
Section 2. Tentative Millage. The City Commission adopts its tentative operating
millage rate of 2.6200 for the fiscal year commencing October 1, 2025 and ending September
30, 2026.
Section 3. Rolled-back Rate. The tentative operating millage rate of 2.6200 mills
is more than the computed rolled-back rate of 2.4730 by 5.94%.
Section 4. Advertisement. Within fifteen (15) days of the date of this Resolution, the
Finance Department shall advertise in a newspaper of general circulation its intent to finally
adopt the millage rates and budget and shall hold a public hearing to adopt the millage rates and
finalize the budget not less than two (2) days or more than five (5) days after the date the
advertisement is first published.

Section 5. Repeal of Prior Inconsistent Resolutions. All prior resolutions or parts
of resolutions in conflict herewith are hereby repealed to the extent of the conflict.
Section 6. Severability. If any section, subsection, sentence, clause, phrase, word, or
portion of this Resolution is for any reason held invalid or unconstitutional by any court of
competent jurisdiction, such portion shall be deemed a separate, distinct and independent provision
and such holding shall not affect the validity of the remaining portion hereto.
Section 7. Effective Date. This Resolution shall become effective immediately upon
adoption by the City Commission of the City of Winter Springs, Florida.
RESOLVED by the City Commission of the City of Winter Springs, Florida, in a
regular meeting assembled on this 8th day of September 2025.
