HomeMy WebLinkAbout2025 09 08 Consent 302 - Vistawilla Road Reclaimed Water Main Extention Project Design ServicesCONSENT AGENDA ITEM 302 CITY COMMISSION AGENDA | SEPTEMBER 8, 2025 REGULAR MEETING TITLE Vistawilla Road Reclaimed Water Main Extension Project Design Services SUMMARY The City of Winter Springs currently supplies consumers with reclaimed water pumped from the East Wastewater Treatment Plant (East WWTP) and West Wastewater Treatment Plant (West WWTP). The City also has a repump and storage tank facility, Oak Forest, located in the middle of the reclaimed water distribution system. The east and west distribution systems are connected through an Interconnect located south of the Oak Forest Facility. This Interconnect is not frequently operated to assist with moving surplus water due to the hydraulic differences between the two plant system service areas. Historically, the City has experienced a surplus of reclaimed water coming from the West WWTP while there has been an increase in demand for reclaimed water on the east side of the City due to new developments. In 2022, the City constructed a 12-inch reclaimed water main along SR 434 to increase the number of customers using reclaimed water along the corridor from Central Winds Park to Creeks Run Way. The 12-inch reclaimed main connected to the existing 16-inch pipe leaving Oak Forest and to a 4-inch pipe at Creeks Run Way. This pipeline extension also allows the City to move more water from the west side to the east side. The proposed reclaimed water main extension will connect to the 12-inch reclaimed water main installed along SR 434 in 2022 and extend to Vistawilla Road connecting to an existing 8-inch reclaimed water main along Vistawilla Road near Redtail Place. This extension will help the City balance the reclaimed water from the East WWTP to the service area along SR 434. The proposed reclaimed water main will include approximately 3,890 linear feet (LF) of 12-inch HDPE pipe along SR 434 and approximately 770 LF of 8-inch HDPE pipe along Vistawilla Road. The proposed 8-inch pipe will connect to the existing 8-inch main near Redtail Place and Vistawilla Road. FUNDING SOURCE This will be funded from Water & Sewer Fund (410) CIP. (“Kimley-Horn” or “Consultant”) is pleased to submit this letter scope (the “Scope”) to the City of Winter Springs, FL (“City”) for providing design and construction services for Vistawilla Road Reclaimed Water Main Extension. This Scope is for a work release under RFP #01- 21 Civil Engineering Continuing Service Contract. Project Understanding The City of Winter Springs currently supplies consumers with reclaimed water pumped from the East Wastewater Treatment Plant (East Plant) and West Wastewater Treatment Plant (West Plant). The City also has a repump and storage tank facility, Oak Forest, located in the middle of the reclaimed water distribution system. This Interconnect is not frequently operated to assist with moving surplus water due from to the hydraulic differences between the two Plants service areas. The 12-inch reclaimed main connected to the existing 16-inch pipe leaving Oak Forest and to a 4-inch pipe at Creeks Run Way. This pipeline extension also allows the City to move more water from the west side to the east side. With the 12-inch reclaimed water main connecting to a 4-inch water main at Creeks Run Way the City is not able to move water effectively from the East Plant’s service area to Central Winds Park or the west side users. To future help balance the reclaimed the City requested the scope and for the design of the Vistawilla Road Reclaimed Water Main extension. The proposed reclaimed water main will include approximately 3,890 linear feet (LF) of 12-inch HDPE pipe along SR 434 and approximately770 LF of 8-inch HDPE pipe along Vistawilla Road. The proposed 8-inch pipe will connect to the existing 8- inch main near Redtail Place and Vistawilla Road. The survey will extend to the intersection of Seneca Boulevard to confirm the existing reclaimed water main remains 8-inch along this route. See Exhibit A for the project area. The following is our understanding of the scope of work that has been requested by the City. 38 kimley-horn.com 200 South Orange Avenue, Suite 600, Orlando, FL 32801 407-898-1511 Scope of Services Task 1 – Design Services A. Kimley-Horn will attend and lead a kick-off meeting with City staff to discuss the proposed improvements, various design/construction considerations for the pipe installation project, overall goals and objectives for the project. B. Kimley-Horn will review pipe location and utility conflict data provided by the City related to the existing distribution system and identify any design constraints. The data provided, sunshine one-call design ticket information, and route assessment of th e right-of-way will be considered in the selection of the appropriate survey assignment. C. Kimley-Horn will coordinate the needed survey with the surveyor, ECHO UES, Inc., to provide a topographical survey of the existing and proposed reclaimed watermain corridors. The survey constraints for the majority of SR 434 will be confined to the median only from the edge of pavement to edge of pavement except at crossings. The survey documentation will include topographical information, visible improvements, manholes, inlets with top and invert elevations, existing landscaping and underground utilities. Underground utility locates from non-City utilities will be located as they are flagged by their respective owners. Further, right - of-way lines within the limits of the survey will be identified as part of the survey. D. Kimley-Horn will coordinate the needed geotechnical information with the geotechnical firm, Terracon, to perform a geotechnical investigation borings will be taken every 500 feet along the route from Creek Run Way to Vistawilla Road. E. Kimley-Horn will prepare bid documents including engineering design drawings, and specifications and opinion of probable construction costs (OPCC). Engineering design drawings will be submitted to the City for review at 60% (plan, profile, and specs), 90% (plan, profile, and specs), and 100% (bid ready deliverable) completion levels. Kimley-Horn will prepare specifications and an OPCC at the 60%, 90% and 100% design submittals. Three (3) sets of drawings will be provided at each submittal stage and the final documents will also be provided in electronic format. The drawings will be prepared using AutoCAD and the specifications will be prepared using Microsoft Word. The design team will attend a design review workshop with the City to collect all comments at each completion level. The OPCC at the 100% completion level will include itemization identical to the bid form and will not include a separate line item for contingency. Kimley-Horn will prepare and submit permit applications and supporting documentation necessary to obtain Seminole County, FDOT and FDEP permits required for the reclaimed water main improvements. Accordingly, Kimley-Horn will perform the following tasks: • Perform the following services related to securing an FDOT Utility Permit for trenchless installation in the median of SR 434 and (1) Jack and Bore crossing at Vistawilla Road. o Attend a pre-design coordination meeting with FDOT and the City prior to submission of 60% submittal o Attend a design coordination meeting with FDOT and the City at 90% completion o Prepare and submit the FDOT Utility Permit Application Package and prepare response for up to two (2) Request for Additional Information (RAI) Permitting fees are not included within this proposal. Schedule Kimley-Horn will begin services upon receipt of an executed Task Order. These services will be completed as expeditiously as possible. An estimate of the project schedule is as follows: Task Description Timeframe 1 Design Services 8 weeks Surveying Services 8 weeks Geotechnical Services 8 weeks 2 Permitting Services 8 weeks These timeframes are non-consecutive and may overlap. The overall project design (Task 1) time is projected to be completed within 7 months, including City review sessions. Method of Compensation Kimley-Horn will perform these services for the total lump sum fee of $174,741.00 inclusive of office overhead expenses. A breakdown of the fee by task is as follows: Task Description Lump Sum Fee 1 Design Services $81,860.00 Surveying Services $61,436.00 Geotechnical Services $18,175.00 2 Permitting Services $13,268.00 Total $174,741.00 See Exhibit B for the detailed fee breakdown. Services provided under this will be invoiced on a monthly basis. All invoices will include a description of services provided. In an effort to expedite invoices and reduce paper waste, Kimley-Horn submits invoices via email in an Adobe PDF format. We can also provide a paper copy via regular mail if requested. Include the invoice number and Kimley-Horn project number with all payments.
