During the last 2 years the traffic impacts on SR434 and Tuskawilla Road due to the City's holiday parade has led to delayed responses on calls for service for the Seminole County Fire Department. Notably, one of these calls for service was in response to a kitchen fire in a large multi family residential dwelling that had the potential to spread to other units within the structure. The other call for service was in response to a traffic accident involving a vehicle and a pedestrian. Additionally, the Florida Department of Transportation has shared with City staff they they are not in favor of closing down SR 434. They believe the previously used route causes disruption to the flow of traffic and causes issues when emergency services need to travel in this portion of the City. City staff has collaborated with Winter Springs High School administration to develop an alternative route. The new route would begin at Winter Springs High School and conclude at Central Winds Park. The date and time of the event will remain unchanged: Saturday, December 6th, with the parade starting at 4:30 PM. The City’s annual tree lighting festivities will be relocated from the Town Center to the amphitheater at Central Winds Park. The relocation of the Holiday Parade and Tree lighting also provides an opportunity for an enhanced event experience for our residents by offering increased parking, additional room for more vendors, expanded activities for families, and the addition of a movie in the park to commence following the tree lighting. Lastly, the opening night of Light Up Central Winds would be rescheduled to begin on the same night as the parade and tree lighting event. The first night would be a walkthrough for pedestrians with the drive though nights being December 7th-12th. FUNDING SOURCE RECOMMENDATION 5 City staff is recommending the Commission review information presented by Staff on upcoming changes to the City's annual Holiday Parade. 6
