Roll Call: Committee Member Jason Byrne, present Committee Member John Hibbs, present Committee Member Leah Weisman, present Committee Member Paul Krebs, present Committee Member Brenda Lambie, present Committee Member Jennifer Hankes, present Committee Member Robert Tommy, present Assistant City Clerk Tristin Tarrant, present Also present: Mr. Christian Gowan, City Clerk, City Clerk Department Mr. Michael Krist, Parks Manager, Parks and Recreation Department A moment of silence was held and was followed by the Pledge of Allegiance. REGULAR AGENDA - PART I 500) Election for Chairperson of the Parks, Recreation and Mobility Advisory Committee for Calendar Year 2025 ASSISTANT CITY CLERK TARRANT OPENED THE FLOOR FOR NOMINATIONS FOR CHAIRPERSON. COMMITTEE MEMBER HANKES NOMINATED COMMITTEE MEMBER BYRNE. THE NOMINATION WAS ACCEPETED. NO OBJECTION TO THE NOMINATION WAS GIVEN. NO OTHER NOMINATIONS WERE GIVEN. MOTION PASSED WITH UNANIMOUS CONSENT. JASON BYRNE WAS ELECTED THE CHAIRPERSON 501) Election for Vice-Chairperson of the Parks, Recreation and Mobility Advisory Committee for Calendar Year 2025 ASSISTANT CITY CLERK TARRANT OPENED THE FLOOR FOR NOMINATIONS FOR VICE- CHAIRPERSON. COMMITTEE MEMBER WEISMAN NOMINATED HERSELF. THE NOMINATION WAS ACCEPETED. NO OBJECTION TO THE NOMINATION WAS GIVEN. NO OTHER NOMINATIONS WERE GIVEN. 5 CITY OF WINTER SPRINGS, FLORIDA MINUTES PARKS, RECREATION AND MOBILITY ADVISORY COMMITTEE REGUALR MEETING – MAY 7, 2025 PAGE 2 of 3 MOTION PASSED WITH UNANIMOUS CONSENT. LEAH WEISMAN WAS ELECTED THE VICE-CHAIRPERSON AWARDS AND PRESENTATIONS 100) Committee Training City Clerk Gowan presented a brief orientation and sunshine law training to the Committee. Discussion ensued on committee communications methods and best practices for the committee to bring forth information to other committee members. CONSENT AGENDA 300) Not Used PUBLIC HEARINGS AGENDA 400) Not Used REGULAR AGENDA – PART II 502) Parks and Recreation Update Mr. Krist opened the item and began with presenting the “City of Winter Springs Parks and Recreation Update for May”. The presentation reviewed updates related to the City’s Pickleball courts, past and future programs the city will be holding in the various parks, as well as upcoming parks items such as closures, renovations and improvements they will be receiving soon. Discussion ensued during the pickleball update between staff and the committee regarding the number of pickleball courts to tennis courts the city now has. It was requested for the city to investigate adding more tennis courts or reverting a few for pickleball courts back to tennis courts. Staff relayed they are looking at redoing the tennis courts. Discussion continued as the presentation progressed with questions regarding lighting of both the Trotwood basketball courts and the Central Winds Dog Park. Staff relayed in kind to each question presented. The concern for the basketball court would be staffing and light leakage into the surrounding neighborhood. Mr. Krist transitioned to present the Committee with an overview of the Central Winds Comprehensive Plan as it is phased now. The plan relays the vision for Central Winds, input given by the residents, for improvement, future amenities and troubleshooting current issues. This master plan is a several phase improvement plan for Central Winds Parks. Support was 6 CITY OF WINTER SPRINGS, FLORIDA MINUTES PARKS, RECREATION AND MOBILITY ADVISORY COMMITTEE REGUALR MEETING – MAY 7, 2025 PAGE 3 of 3 expressed for the suggested improvement, but concern was also relayed for environmental preservation of the park. 503) Discussion on Duties and Focus of the Committee Assistant City Clerk Tarrant opened the item and relayed the staff’s intent for this item. City staff were looking to gauge the interest and focus the committee wants to take on for the next upcoming meetings. Discussion ensued on items for the next Committee meeting. The items stated are to discuss the city’s interconnectivity, the parks budget, city owned parcels and trails and the amount of tennis courts within the city. Further discussion ensued on frequency of the meetings of the committee. Consensus was given that the current four meetings a year were agreeable. Concerns were expressed on not being able to discuss issues related to the 4th of July event due to the next meeting being scheduled for August. Discussion ensued on the number of handicapped parking spaces available due to issues that had arisen in past years. A suggestion was made for the city to invest in obtaining mobile handicap signs to be able to designate additional handicap spaces if needed. Staff took the suggestion into consideration and additionally explained the improvements that will be implemented at this year’s 4th of July celebration so that the issues may be prevented this year. SUMMARY FUNDING SOURCE RECOMMENDATION This item was requested by Vice-Chairperson Weisman to be added to the Committee agenda for discussion and possible recommendation to the Commission on ADA needs within the City. 24
