REGULAR AGENDA ITEM 500 CITY COMMISSION AGENDA | JUNE 23, 2025 REGULAR MEETING TITLE Purchase of one (1) Aquatech B10-1450 Combination Vac Truck by the Utilities Department SUMMARY Staff is requesting City Commission consider and approve the purchase of a 2024 Aquatech B10-1450 Combination Sewer and Vac Truck. The negotiated acquisition of this new Aquatech Vac Truck is to be purchased under the Florida Sheriffs' Association Contract FSA23-EQU21.0 Spec #372. A vacuum truck is a crucial component of utility fleets, particularly in maintaining wastewater systems and responding to emergencies such as line breaks. It is vital that Utilities has access to several Vac Truck units to help manage the malfunctions caused by aging underground infrastructure as well as storms. This Vac Truck purchase will benefit the City by reducing the loss of response time, which can be critical when dealing with unexpected water and sewer incidents. Vacuum trucks play a fundamental role in responding to these emergencies by quickly removing spilled liquids and preventing contamination of water sources or soil. They efficiently extract large volumes of fluids, facilitating faster cleanup and repair operations. These trucks manage a wide range of materials, from liquid sludge and sewage to solid debris and hazardous waste making them indispensable for important utility tasks, including routine maintenance, emergency response, and industrial cleaning. This new Vac Truck will be essential to the return of Lift Stations Operations to the City in October which are important components of the wastewater system. Lift Stations help in moving sewage from lower to higher elevations. These stations can sometimes get clogged or overwhelmed with debris, causing backups and other issues. Vacuum trucks are used to remove the accumulated solids and liquids from these stations, providing relief and ensuring smooth operation. The purchase of this updated Vac Truck machinery will ensure proper maintenance and repair at Lift Stations due to its superior high vacuum capabilities and its distinct ability to reach depths of up to 30 feet which is needed at many of the City’s stations. 436 The vendor, Pat’s Pump and Blower, will accept the City’s existing 2002 Vac-con Sewer Combination Cleaner as a trade-in valued at $50,000. The existing vehicle is fully depreciated and has reached the end of its useful life. The base price plus options total cost of $692,832.00 will be reduced to a net purchase price of $642,832.00. The Public Works and Utility Department currently has three (3) Vac Trucks in operation. Two of these trucks are used by Utilities staff to maintain the water and wastewater systems. The oldest truck to be traded in with this purchase, is used by Public Works staff for cleaning and maintaining the storm drainage catch basins throughout the City. Contingent upon Commission approval and upon delivery of the new Combination Sewer and Vac Truck, one of the two trucks (2017 B10-1450 Combination Vac & Sewer Truck) currently used by Utilities staff will be transferred and utilized by Public Works staff to continue cleaning and maintaining the storm drainage catch basins. This truck is in considerably better condition than the trade-in truck. The truck exchange will require an inter-fund transfer from the Stormwater Fund to the Utility Fund in the approximate amount of $168,000 reflecting the depreciated value of the truck. FUNDING SOURCE Total purchase of $642,832.00 will be supplied via a line code transfer from CIP 410- 36-3600-560650 to Machinery and Equipment G/L#410-36-3600-560640. Additionally the Water and Sewer fund will transfer the 2017 B10-1450 Truck to the Stormwater Utility to recover the depreciated value of the asset in the amount of approximately $168,000. RECOMMENDATION Staff recommends the City Commission approve the purchase of one (1) 2024 Aquatech B10-1450 Combination Sewer & Vac Truck from Pat’s Pump and Blower for $642,832.00 to include a 2-year warranty on the vacuum blower system. Additionally, staff recommends authorizing the City Manager and the City Attorney prepare and execute any and all documents consistent with this agenda item. Staff is also requesting the transfer of the current 2017 Vac truck owned by Water and Sewer to the Stormwater Utility. The applicant is requesting, to accommodate cost savings to the business owner, a plan revision replacing, with the exception of sidewalks and dumpster pad/slab, concrete surfacing with asphalt aggregate. The City's Professional Engineer has confirmed that stormwater design criteria for concrete material use is the same for asphalt and as such, there are no changes to the stormwater analysis previously approved. Site work permit COMM-2025-0324 was approved on June 8, 2025.
