TITLE
First Reading of Ordinance 2025-12: Adopting the Map and Description of the
Recommended Commission Districts
SUMMARY
This item is being brought to the Commission pursuant to Section 4.02 of the Charter
of the City of Winter Springs.
On February 24, 2025, the City Commission adopted Resolution 2025-03 appointing
members of the 2025 Districting Commission. Per the City Charter, the Districting
Commission was required to consider the following specific criteria in their
recommendations for any district boundary adjustments:
Each district shall be formed of compact, contiguous territory and its boundary
lines shall follow the centerlines of streets insofar as practical or possible, or
other boundaries available.
The districts shall be based upon the principle of equal and affective
representation as required by the United States Constitution and as represented
in the mathematical preciseness reached in the legislative apportionment of the
state.
The report shall include a map and the description of the districts recommended
and shall be drafted as a proposed ordinance. Once filed with the City, the
report shall be treated as an ordinance introduced by a commissioner.
The Districting Commission met on May 15, 2025 and discussed four proposed
scenarios presented by the East Central Florida Regional Planning Council. The
Districting Commission unanimously recommended the adoption of Scenario #4 (as
depicted in the report and presentation) which has been incorporated into the
proposed ordinance for adoption by the City Commission. Per the City Charter, the
City Commission must adopt the redistricting ordinance at least 120 days prior to the
next city election. The next city election will take place on Tuesday, November 3, 2026,
therefore the Commission must adopt the ordinance by July 6, 2026.
This is first reading of the ordinance. Also attached to this item are the presentation
and report provided to the Districting Commission for their consideration as well as
the approved minutes.

AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF
WINTER SPRINGS, SEMINOLE COUNTY, FLORIDA, ADOPTING THE
MAP AND DESCRIPTION OF THE RECOMMENDED COMMISSION
DISTRICTS FILED WITH THE CITY COMMISSION BY THE
DISTRICTING COMMISSION PURSUANT TO SECTION 4.02 OF THE
WINTER SPRINGS CITY CHARTER; PROVIDING FOR
SEVERABILITY, REPEAL OF PRIOR INCONSISTENT ORDINANCES
AND RESOLUTIONS, AND AN EFFECTIVE DATE.
WHEREAS, the City of Winter Springs City Charter requires that the City be divided into
five (5) geographic voting districts for purposes of electing one (1) City Commissioner from each
district; and
WHEREAS, in accordance with Section 4.02 of the City Charter, the City Commission is
required to periodically appoint a Districting Commission to redraw the voting districts based on
population and applicable constitutional voting rights principals; and
WHEREAS, the Districting Commission is required by City Charter to recommend a
voting district map to the City Commission for its consideration; and
WHEREAS, the City Commission of the City of Winter Springs, Florida, hereby finds that
The voting district map recommended by the Districting Commission on May 15, 2025, is
acceptable and that it is in the best interests of the citizens of Winter Springs approve said map.
NOW, THEREFORE, THE CITY COMMISSION OF THE CITY OF WINTER
SPRINGS HEREBY ORDAINS, AS FOLLOWS:
Section 1. Recitals. The foregoing recitals are true and correct and are fully incorporated
herein by this reference.
Section 2. Voting District Map. Pursuant to Section 4.02 of the Winter Springs City
Charter, the City Commission hereby approves the voting district map recommended by the
Districting Commission. Said Voting District Map is attached hereto as Exhibit “A” and hereby
fully incorporated herein by this reference.
Section 3. Future Elections. The Voting District Map approved hereunder shall be used
by the City for all City Commission municipal elections occurring after the effective date of this
ordinance.
Section 4. Filing of Voting District Map with City Clerk. The Voting District Map shall
not be codified into the City Charter or Code. However, a copy of the Voting District Map shall
remain on file with the City Clerk’s office for public inspection and/or copying.

Section 5. Severability. If any section, subsection, sentence, clause, phrase, word or
provision of this ordinance is for any reason held invalid or unconstitutional by any court of
competent jurisdiction, whether for substantive, procedural, or any other reason, such portion shall
be deemed a separate, distinct and independent provision, and such holding shall not affect the
validity of the remaining portions of this ordinance.
Section 6. Repeal of Prior Inconsistent Ordinances and Resolutions. All prior
inconsistent ordinances and resolutions adopted by the City Commission, or parts of prior
ordinances and resolutions in conflict herewith, are hereby repealed to the extent of the conflict.
Section 7. Effective Date. This Ordinance shall become effective immediately upon
adoption by the City Commission of the City of Winter Springs, Florida, and pursuant to the City
Charter.

Overview
•Per Section 2.04 of the City of Winter Springs Charter, the City is required to analyze its Commission
Districts every three years to account for changes in population and voting age population (VAP) within
each district.
•Pursuant to federal law (see White v. Register, 412 U.S. 755, 764 [1973], and Brown v. Thomas, 462 U.S.

2025 Redistricting Process for the Redistricting
Commission

Background
Per section 2.04 of the City of Winter Springs Charter, the city is required to analyze its
Commission Districts every three years to account for changes in the population and voting age
population (VAP) within each district.
Pursuant to federal law (see White v. Register, 412 U.S. 755, 764 [1973], and Brown v. Thomas,
462 U.S. 835, 842 [1983]), voting districts must be nearly equivalent in population, with a
deviation of no more than 10% in population (and voting age population) between the largest and
smallest districts within a jurisdiction. Moreover, districts cannot be 5% larger or smaller than the
“optimal” district population. An overall range of less than 10% is considered an acceptable “minor
deviation”.
With the last redistricting process occurring in 2022, the city is due to reassess its commission
districts to determine whether they continue to fall within the required thresholds.
Redistricting Methodology
As the city must update the district boundaries every three years, the methodology each time may
differ from previous iterations. For 2025, the first step in the redistricting process was to obtain all
necessary, up-to-date data from city staff. This included existing commission district boundaries,
the city boundary, and certificates of occupancy (COs).
All COs after January 2021 up to September 2024 were utilized in this redistricting iteration. This
date range was decided upon as it encompasses COs utilized in the 2022 iteration up until the
current (2025) iteration began. It is important to note that the census updates every 10 years. Thus,
there was no changes in the census data from the last iteration. Essentially, this iteration builds off
the 2022 analysis, accounting for new COs after that redistricting analysis was complete.
The USA census 2020 redistricting blocks REST service was utilized from ESRI’s living atlas to
which population data is joined from the US census. This data was last updated in January 2022
and provides up-to-date census data on which the redistricting analysis is based. Once all data was
acquired, preliminary analysis was conducted to obtain updated total populations and voting age
populations (VAPs) within each district based on the COs.

Split Census Blocks
When comparing the city boundary and census block GIS data to obtain the census blocks that
would be used in the analysis, it became clear that the two were inconsistent with one another.
This resulted in census blocks being split by the city boundary. Since the analysis was done at the
census block level, it was important to determine a methodology for how to move the analysis
forward with these census blocks. After discussion with city staff, it was determined that for the
census blocks that were split by the city boundary, satellite imagery would be utilized to determine
the number of dwellings that fell within the city boundary and split census block. The number of
dwellings deduced were multiplied by the Seminole County census designated person per
household (2.54) to obtain population data for the census block. This number was then used for
both VAP and the total population.

Existing Boundaries and Updating Population Data

The existing commission district boundaries are shown in Figure 1 along with the COs utilized in
the analysis. For each existing commission district, the total population and voting age population
(VAP) were calculated using the COs. To find the new VAP, census designated persons per
household for Seminole County (2.54), block VAP percent, and the number of COs that fall within
the census block were multiplied. The same was done for the total population, except the VAP
percent was not in the equation. This provided updated populations for VAP and total population
at the census block level which were then compiled by existing districts to get the updated
population counts, shown in Tables 1 and 2.

With the VAP and total population counts updated for the existing commission districts, it is
evident that they must be adjusted. In Figure 3, highlighted in red, district three falls outside of the
5% threshold from the optimal total population value of 7825 and the difference between the least
and most populated districts fall outside of the 10% threshold requirement.

Redistricting Scenarios
The exceedance of required thresholds in total population initiates the process of redrawing district
boundaries. For the 2025 iteration, four districting scenarios were created that meet the
requirements set forth in the city charter. Districting for ArcGIS, a free extension/add-on for
ArcMap, was utilized to redraw district boundaries. The tool allows for the assignment of each
census block to a district with population statistics updating in real time, aiming to stay within the
required thresholds. The methodology for assigning census blocks was trial and error, switching
blocks between adjacent districts until an acceptable deviation was acquired while attempting to
maintain cohesive and contiguous districts. Another requirement for redrawing district boundaries
was ensuring that each of the commissioners’ incumbency was not affected. It is important to note
that there were certain instances in which neighborhoods were split to achieve the desired
thresholds. This was due to limited opportunities for block shifts pertaining to existing District 5.
The following figures represent the four redistricting scenarios that meet the required thresholds.
Moreover, the maps call out where changes are occurring with a red outline. These red boundaries
are a grouping of a multitude of individual census blocks that shifted and do not in themselves
represent a singular census block. To ascertain the individual census blocks that are shifting in
each scenario, refer to the last columns in Appendix A.

Conclusion
Each of the proposed scenarios falls within the desired thresholds and requirements set forth by
the city charter. Many also result in increased contiguity of districts. Scenario 3 provides a
scenario which proposes the least number of changes from the existing district boundaries.
Scenario 4 provides an option with limited VAP deviations where each proposed district deviates
by less than a percent from the optimal value. Scenario 4 would provide nearly equal districts in
regard to VAP. These scenarios appear to be the most viable for recommendation and adoption,
but four scenarios were created to provide a multitude of options.

The Regular Meeting of Thursday, May15, 2025 of the Districting Commission was called to Order by
City Clerk Christian Gowan at 5:31 p.m., in the Commission Chambers of the Municipal Building (City

503. Presenting the Districting Commission with a Recommendation for the 2025 City
Commission District Boundaries.
Mr. Parker Hines, East Central Florida Regional Planning Council, presented on the role of the
Districting Commission, noted a Charter requirement that they meet every three years to consider
changes to district boundaries, and briefly reviewed the methodology of the presented report, Mr.
Hines further explained the requirement that voting districts must be nearly equivalent in
population, with a deviation of no more than 10% in population between the largest and smallest
districts within a jurisdiction and noted districts cannot be 5% larger or smaller than the 'optimal"
district population. Mr. Hines noted that disproportionate growth in the city informed the
recommended redistricting scenarios of which four were presented to the Commission. It was
further noted that none of the proposed changes would remove any current City Commissioner
from their district.
Discussion followed on the proposed changes in boundaries and the voting age population
distribution.
