•Proposal is to extend Sea Hawk Cove to access 5 new lots that
will have a mixture of commercial and residential uses.
•Property is zoned Town Center District, T-5 Transect.
•Applicant has submitted a Tree Removal Permit, Subdivision
Application, a Waiver Application for adjusting the required lot
sizes, a Waiver Application to widen the right-of-way width, and a

Proposed Conditions
COMMUNITY DEVELOPMENT
The Planning & Zoning Board recommends that the City Commission approve
FEDP-2024-0009 with the following conditions:
1.Execution of the Development Agreement.
2.Mitigation of specimen and non-specimen tree removal per the Arbor Permit
Application, ARBOR-2025-0210. The applicant shall be required to pay
$227,400 for the removal of the trees, including 3 specimen trees, prior to the
issuance of the tree removal and land clearing permit.
3.Filing of a subdivision performance bond in a form acceptable to the City
Attorney.
4.There shall be no retail sales, manufacturing, or compounding of any products
derived from the hemp plant or cannabis plant, including CBD (cannabidiol).
5.All grass on the Property shall be Bahia grass. No St. Augustine grass or grass
types with low drought tolerance shall be permitted.
6.Address all comments in the Surveyor’s report within 30 days of City
Commission approval. The final plat cannot be recorded until the Surveyor’s
comments are addressed.
7.Preservation of the 52” specimen oak tree at the corner of SR 434 and Michael
Blake Blvd.
