PARKS AND RECREATION ADVISORY COMMITTEE
REGULAR MEETING
NOVEMBER 6, 2024
CALL TO ORDER
Chairperson Jim Van Kleunen called the Regular Meeting of Wednesday, November 6,
2024 of the Parks and Recreation Advisory Committee to order at 5:49 p.m. in the
Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434,
Winter Springs, Florida 32708).

A moment of silence was held and was followed by the Pledge of Allegiance.

200) Central Winds Park Master Plan Update - Public Engagement Results from
Hometown Harvest
Mr. Jackson gave a brief history and overview of the results from the Public
Engagement at Hometown Harvest for the Parks Master Plan Update.

Chairperson Van Kleunen opened “Public Input”.
Ms. Leah Weisman, 113 Brookshire Court, Winter Springs spoke again about handicap
parking and curb cuts especially during the events

Mr. Art Gallo, 199 Nandina Terrace, Winter Springs suggested to add a "rebound wall"
for sports practice such as lacrosse and soccer to the master plan.
Committee member Diaz gave comments showing support with the suggestion. Mr.
Krist relayed the staff have already been looking into adding a wall at Trotwood instead
of Central Wind due to more lacrosse practice accrues at Trotwood.
Committee member Diaz retouched on the issue on the handicap parking and relayed
this issue should be forwarded to the City Manager and Police matter. Mr. Krist clarified
the protocol for handicap parking for City events

Mr. Jackson opened the item and introduced Ms. Andrea Penuela, Landscape Architect
with GAI Consultants. Ms. Penuela introduced the team, presented the Central Winds
Park Master Plan, and feedback GAI received from the Hometown Harvest Community
engagement event with the objective of obtaining with the Committee also wants to
see in the park. Discussion quickly ensued regarding size of the softball fields, logistics
for capturing overflow for softball torments, and the proposed event center.
Questions were asked if the purpose of the event center was to be revenue generating.
Concerns were expressed about expanding too much and wanting to keep the park
area for the citizens. Staff responded by stating it was a previous suggestion and was
kept for consideration. Discussion ensued about making a multi-use facility that could

be used for HOA meetings, other City events and summer camp were suggested by
other members of the Committee.
Ms. Penuela continued by going section by section for the Committee asking what they
wanted for each area of the park like public engagement. Beginning with “Area 1: Event
Lawn” the committee asked about Destination Play or large themed playground area
and then suggested restrooms, water fountains and a shade structure due to that
being a focal point for events.
Continuing, to “Area 2: Upper Fields” and “Area 3: Lower Fields” suggestions were given
for additional sitting or pavilions to rent and a food truck area option would add value
to the areas. The Committee expressed concern to make sure the areas are accessible
but not take away from the nature area.
Additionally, suggestions were given like having an RC plane area, disc golf and the
Event center for the back west “Area 4: Western Edge”, “Area 5: Passive Park” and “Area
6: Natural Edge”. Discussion further on the upgrading of the current playground in
“Passive Park” and comparing what amenities the other additionally have as to
overwhelm Central Winds. The Committee did encourage and ask questions regarding
whether there would be additional public engagement opportunities. Staff relay the
Master Plan would going in front of Commission for public input opportunity.

Chairperson Van Kleunen opened “Public Input”.
Mr. Art Gallo, 199 Nandina Terrace, Winter Spring showed support with Ms. Wiseman
regarding the need for more handicapped parking. Additionally, Mr. Gallo gave
comments toward the event center and background on pervious discussion regarding
the event center. Mr. Gallo suggested looking into more retention ponds, food truck
areas, the RC/astronomy area and apps for mapping/navigation.
Ms. Leah Weisman, 113 Brookshire Court, Winter Springs pointed out the number of
tennis courts decreasing due to being changed to pickleball court. Additionally, Ms.
Weisman reiterated her pervious concerns for ADA handicap parking during City
events, the “passive park” in Central Winds, and sidewalk access.
Chairperson Van Kleunen closed “Public Input”.
ADJOURNMENT
Chairperson Van Kleunen adjourned the Regular Meeting at 7:22 pm.
