Staff Findings
•Staff finds that the proposed Development is compatible and harmonious with adjacent land uses, and will not adversely impact land use activities in the immediate vicinity.
•The location of the restaurant provides ample setbacks from the only existing nearby use, the Savoy senior living facility located across Michael Blake Boulevard.
•City Staff have reviewed this project from a planning and engineering perspective. Staff did not find any adverse impact on any [public service].

Staff Findings
•Expert report analyzed the traffic
produced by an existing, similar-sized
(5,113 square-foot) Chick-fil-A in Manatee
County: 1,106 daily trips.
•Traffic Impact Analysis for the entire
Sutton Crossings project… estimated that
three fast food restaurants would
produce a total of 5,657 daily trips.
•Even with the expected traffic from three
fast food restaurants combined, the TIA
showed all roadway segments within the
analysis being at a satisfactory level of
service (LOS).
Requested Waivers
1.A waiver to Section 20-324(6), Town
Center District Code, to allow a
drive-thru window in the side yard
of the property (northern side of
building)
2.A waiver to the requirement for the
provision of a six-foot wide
sidewalk (S.R. 434 and Tuskawilla
Road Landscape and Streetscape
Requirements) to allow provision of
the required 27-foot wide fully
landscaped streetscape area.

District Code, to allow a drive-thru window in
the side yard of the property (northern side of
building)
•STAFF: Due to the popularity of Chick-Fil-
A’s drive through and the need for optimal
traffic circulation and bicycle pedestrian
safety within this property, having the
drive-thru on the north side yard of the
building/site makes for the best traffic
flow.
•Staff finds that the proposed development
plan will significantly enhance the
subject property and the Town Center. It
will add to the pedestrian/bicycle nature
of the Town Center by adding another
dining option within walking or biking
distance to the many residents already
residing within the Town Center.
Requested Waivers
A waiver to the requirement for the provision
of a six-foot wide sidewalk (S.R. 434 and
Tuskawilla Road Landscape and Streetscape
Requirements) to allow provision of the
required 27-foot wide fully landscaped
streetscape area
•STAFF: Staff finds that the applicant has
demonstrated that replacing the existing
five-foot wide sidewalk with a six-foot one
would make it impossible to provide the
27-foot wide streetscape area.
•Staff finds that the proposed
streetscaping, along with the other
planned development, will significantly
enhance the real property. The
streetscaping will serve to reduce the visual
impacts of the drive-thru window on
drivers along S.R. 434

“Staff finds that subject to the approval of the physical landscaping/streetscaping within the area 28-foot area depicted within the streetscape waiver request, all architectural and landscaping elements are coordinated in a harmonious manner relevant to the particular proposal, the surrounding area, and cultural character of the community.”
“The project significantly meets the standards, with the use of brick, arches above windows
and entries, parapets and cantilevered canopies. Regarding the more typical metal pole and
roofed structure of the prototypical Chick-Fil-A drive thru canopy, landscaping will be used to
soften the appearance of the structure and drive-thru vehicular impact.
•Staff finds that subject to the approval of the physical landscaping/streetscaping within the
area 28-foot area depicted within the streetscape waiver request, all architectural and
landscaping elements are coordinated in a harmonious manner relevant to the particular
proposal, the surrounding area, and cultural character of the community.
