TITLE
Winter Springs Boulevard Speed Study
SUMMARY
In August 2023, the City Commission approved a speed limit change from 30 mph to
25 mph along Winter Springs Boulevard, from Tuskawilla Road east to the city limits.
Then, this was brought back to the Commission in October of 2023 to discuss
changing the speed limit back to 30 MPH. However, the motion failed.
As per the Commission's request, the Police Department recently completed a speed
and crash study for Winter Springs Boulevard, from Tuskawilla Road east to the city
limits. Data within this presentation were collected from January 1, 2025, through
February 28, 2025, and from March 25 through March 31, and were used to determine
the 85th percentile speeds for both eastbound and westbound lanes of Winter Springs
Boulevard. The average speed data at the 85th percentile between the two tests
indicates no significant change in speeds.
FUNDING SOURCE
RECOMMENDATION
Use the data presented to determine what course of action the Commission would like
to suggest for the speed limit on Winter Springs Boulevard.

•First questions regarding the speed limit came up on September 26, 2022
•A discussion on the speed limit took place during the March 13, 2023, Commission
meeting.
•A motion to change from 30-25. Citing consistency and increased traffic flow from
Oviedo and disincentivizing outside people from coming through.
•Updating and Resurfacing/Restriping Enhancements -WSB part of 1.7 Winter 2023.
•June 19, 2023-Officially changed
•October 9, 2023 -A motion to reverse the speed limit back to 30 MPH was made but
failed during a vote.

WSB (Tuskawilla) two-lane divided roadway –large grassy median divides most of the roadway.
•3 miles w/ 3 stop signs/speed table, newly enhanced stripping and crosswalks
•Classified as a Collector Road, these roads collect traffic from local roads and connect them to arterial roads.
•Heavy population of pedestrian traffic-/bikes/dog walkers/runners & walkers etc.
•85%* Speed data indicated 31.18 MPH

Motorists traveling above the 85th percentile speed are
