HomeMy WebLinkAbout2025 03 31 Consent 307 - Piggyback Rider Amendment - Carlisle ThompsonCONSENT AGENDA ITEM 307 CITY COMMISSION AGENDA | MARCH 31, 2025 REGULAR MEETING TITLE Piggyback Rider Amendment - Carlisle Thompson LLC SUMMARY The City entered into an agreement with Carlisle Thompson to assist with FEMA claims as a result of Hurricane Ian (September of 2022) on November 14, 2022. The original contract was a Piggyback from Seminole County – Disaster Recovery Consultant Services Agreement Federal Emergency Management Agency FEMA (RFP -03642- 19TLR) and the initial contract was limited to $50,000. On June 12, 2023 it was brought before the Commission with consent agenda item 303 to request additional funding of $50,000. At that time the Seminole County Contract had been extended by mutually agreed parties however the timeline on the City Piggyback rider had not been formally updated. On November 29, 2023 the City formally executed a second Piggyback rider limited to $50,000 based on the new Seminole County Contract – Disaster Recovery Consultant Services – FEMA (RFP 604605-23/LAS) instead of amending the original contract. FUNDING SOURCE RECOMMENDATION Staff requests the City Commission authorize the City Manager and City Attorney to amend the piggyback contracts with Carlisle Thompson to align with the City’s procurement policy as well as mirror the original contract time period of Seminole County. Additionally, to clarify language regarding each scope of work will be issued based on the disaster to facilitate funding for each declaration. 308
