Good evening Honorable Mayor and Commission.
A few months ago The Commission, which includes a couple of you here
now, voted to enact an ordinance requiring a supermajority to remove
conservation easements controlled by our City. This ordinance also added
a layer of protection for our City Parks.
This is a QUALITY OF LIFE issue for our residents now and for the future.
I am requesting that the Commission direct the staff to look into what it
would take to strengthen this ordinance and make it part of our City
Charter.
We require a supermajority of Commission votes to hire, fire or make
changes to a City Manager's contract. No offense meant to our new City
Manager, but the effects of removing a conservation easement will be of
more consequence and cast a longer shadow than any City Manager
salary.
Two easements of particular concern are one over the old golf course in
the Highlands and one on the far eastern end of the Tuscawilla community.
Releasing the easement on the old West Side Golf Course would enable
more high density development, putting strain on our already struggling
infrastructure and flooding from stormwater. The 2nd easement is an
added protection from rampant traffic increases and a possible need for
turning Winter Springs Blvd. into a 4 lane speedway.
DO THE RIGHT THING. Protect our City. Lets incorporate into our City
Charter the current ordinance to require a supermajority to change or
remove Conservation Easements or to change the use of Park lands.
