Discussion on City Commission Meeting Times
SUMMARY
This item was requested by Commissioner Resnick under New Business at the
November 18, 2024 City Commission Meeting.
The City Commission adopted rules and procedures via Ordinance 2016-09, including
a set start and end time for City Commission meetings, which have been amended
throughout the years. In 2018, the City Commission adopted Ordinance 2018-08
changing the start time of regular City Commission meetings from 5:15pm to 6:30pm.
In 2023, the City Commission adopted Ordinance 2023-01 repealing the set time of
adjournment for City Commission meetings which was previously set at 8:30pm with
specific rules related to allowable extensions and vote requirements.
The current Rules of the City Commission, specifically Section 2-27 (k) of the City Code
state the following:
Starting time of meetings . Regular city commission meetings shall be scheduled to
commence at 6:30 p.m. on the second and fourth Monday of every month unless otherwise
approved by the city commission.

THAT REGULAR CITY COMMISSION MEETINGS SHALL STAR

WHEREAS, the City is granted the authority, under Section 2(b), Article VIII, of the State
Constitution, to exercise any power for municipal purposes, except when expressly prohibited by
law; and
WHEREAS, Article IV, Section 4.13 of the City Charter provides that the City Commission
shall meet regularly at least once every month at such times and places as the Commission may
prescribe by rule; and
WHEREAS, pursuant to the requirements of the City Charter, the City Commission has
established regular City Commission meeting times in Section 2-27 of the City Code, which
currently requires that such meetings shall be scheduled to commence at 5:15 p.m. on the second and
fourth Monday of every month; and
WHEREAS, the City Commission desires to modify Section 2-27 of the City Code to
require the City Commission regular meetings to be scheduled to commence at 6:30 p.m.
commencing in January of 2019.
NOW, THEREFORE, BE IT ORDAINED BY THE CITE' COIMMISSION OF THE
CITY OF WINTER SPRINGS, SEMINOLE COUNTY, FLORIDA, AS FOLLOWS:
Section 11. Recitals. The foregoing recitals are hereby fully incorporated herein by this
reference as legislative findings and the intent and purpose of the City Commission of the City of
Minter Springs.
Section 2. Code Amendment. Section 2-27 of the City Code is hereby amended as follows
underlined type indicates additions and s4ik-eeiat type indicates deletions, while asterisks (* * *)
indicate a deletion from this Ordinance of text existing in Section 2-27. It is intended that the text in
Section 2-27 denoted by the asterisks and set forth in this Ordinance shall remain unchanged from
the language existing prior to adoption of this Ordinance):
Sec. 2-27. — Rules and procedures of the city commission — Generally.
k) .Starting time of meetings. Regular city commission meetings shall be scheduled to
commence at 6:30 p.m. on the second and fourth Monday of every month unless otherwise
approved by the city commission. Special and emergency city commission meetings shall be
scheduled as needed at a date and time established by the mayor, city commission or city manager,

and whenever practicable, upon no less than twelve (12) hour notice provided to the mayor, city
manager, city clerk, city attorney and each member of the city commission.
Section 3. Repeal of Prior Inconsistent Ordinances and Resolutions. All prior inconsistent
ordinances and resolutions adopted by the City Commission, or parts or ordinances and resolutions in
conflict herewith, are hereby repealed to the extent of the conflict.
Section 4. Incorporation into Code. This Ordinance shall be incorporated into the Winter
Springs City Code and any section or paragraph, number or letter, and any heading may be changed
or modified as necessary to effectuate the foregoing. Grammatical, typographical, and like errors
may be corrected and additions, alterations, and omissions, not affecting the construction or meaning
of this ordinance and the City Code may be freely made.
Section 5. Severability. If any section, subsection, sentence, clause, phrase, word, or provision
of this ordinance is for any reason held invalid or unconstitutional by any court of competent
jurisdiction, whether for substantive, procedural, or any other reason, such portion shall be deemed a
separate, distinct and independent provision, and such holding shall not affect the validity of the
remaining portions of this ordinance.
Section 6. Effective Date. This Ordinance shall become effective upon adoption by the City
Commission of the City of Winter Springs, Florida, and pursuant to City Charter.
ADOPTED by the City Commission of the City of Winter Springs, Florida, in a regular
meeting assembled on the 14"' day of January, 2019.

AN ORDINANCE OF THE CITY COMMISSION OF THE
CITY OF WINTER SPRINGS, FLORIDA, AMENDING
CHAPTER 2 OF THE CITY OF WINTER SPRINGS CODE
OF ORDINANCES; REPEALING THE PROVISIONS OF
CHAPTER 2 WHICH PROVIDE FOR A SET TIME OF
ADJOURNMENT FOR MEETINGS OF THE CITY
COMMISSION;PROVIDING FOR THE REPEAL OF PRIOR
INCONSISTENT ORDINANCES AND RESOLUTIONS,
INCORPORATION INTO THE CODE, SEVERABILITY,
AND AN EFFECTIVE DATE.
WHEREAS, the City is granted the authority, under § 2(b), Art. III of the State
Constitution, to exercise any power for municipal purposes except when expressly prohibited by
law; and
WHEREAS, the City Commission finds that amending Chapter 2,Article II, Section 2-27
of the City of Winter Springs Code of Ordinances to strike Section 2-27(o in its entirety in order
to instead allow for meetings to continue with no pre-set adjournment time will allow for greater
public participation in City affairs and will foster full and comprehensive discussion of agenda
items by the City Commission; and
WHEREAS, the City Commission of the City of Winter Springs, Florida, hereby finds
this Ordinance to be in the best interests of the public health, safety, and welfare of the citizens of
Winter Springs.
NOW, THEREFORE, THE CITY COMMISSION OF THE CITY OF WINTER
SPRINGS HEREBY ORDAINS,AS FOLLOWS:
