TITLE
Temporary Lease of Belt Presses for Wastewater Treatment Plants
SUMMARY
In order to meet the needs of the wastewater treatment plants the City will need to
temporarily lease two (2) belt presses while existing equipment is repaired and
restored for future service. Three bids for the lease costs are provided with this
request. Merrell Brothers provided the most cost-efficient bid of $128,170 per belt
press for a three-month rental. The total costs for two (2) belt presses would then be
$256,340. The other two competitors, Aspen Rentals and Eagle Dynamics, provided
bids of $159,581 and $261,800, respectively or $319,162 and $523,600 for the three-
month rentals.
FUNDING SOURCE
The proposed leases are funded through the Water and Sewer Enterprise - Fund 410.
RECOMMENDATION
City staff request the approval of two (2) belt presses for each wastewater treatment
plant while current equipment undergoes repairs. The temporary leases are required
in order for the wastewater facilities to operate in a proper manner. Additionally, Staff
recommends authorizing the Interim City Manager and City Attorney to prepare and
execute any and all applicable documents consistent with this agenda item.

Transportation Quote Policy
Aspen Rentals, Inc. has always endeavored to provide third-party transportation services that are both reasonably
priced and reliable. The quoting of mobilization and demobilization cost of our equipment can be difficult to
understand at times. It is my intention to provide a clear understanding of how we provide our quotes and the
variables that can affect the difference in pricing from the time a project is quoted and the time the equipment is
actually shipped to or from our facilities.
In most cases, there can be from 30 to 45 days from the time transportation is quoted, until the time it is actually
shipped. Demobilization can sometimes take 45 days to 1 or 2 years before the equipment is returned. That creates
a lot of difficulty in providing accurate quotes for transportation. Especially in the return of the equipment after
an extended period.
For that reason, it has been our policy to bill our customers based on the third party charge to us, PLUS 20%
markup. This policy covers both our customers and Aspen Rentals, Inc. in terms of the amount billed, and how
we reached that rate. Mobilization and demobilization charges are rarely the same rate because of the time
between transport, carrier used and prevailing rates at the time of transport.
Aspen Rentals, Inc. will provide a range of rates for mobilization for the 3 best price quotes we receive and
allowing for the most reliable carriers. We will schedule the carrier that is available to pick up on the requested
date. That may not always be the cheapest rate. So, we will bill cost 20% for that(/those) transports.
Demobilization will always be quoted as cost plus 20%.
At any time, prior to the scheduling of mobilization of the equipment, our customers can opt for arranging their
own transportation of the equipment at their own cost.

The material is understood to be consistent with municipal biosolids. Any material found to
be in the feed to Eagle that could be corrosive, abrasive, or damaging to the machines /
employees outside of the understood material to be processed could require a change of
conditions and pricing which can include costs to repair equipment.
Downtime for preventative maintenance is understood to be included in the monthly rate ,
Eagle will work together with the customer to schedule this at a time that is best for both
parties. However, when needed, Eagle will stop processing to perform routine maintenance
and repairs such as gearbox oils, inspect bearing blocks, change belts, inspect pumps, etc.

Rental Equipment Pricing
The prices for a minimum 3-month rental as described under the conditions below and responsibilities are as
follows. 24 hours per day usage at these prices. Rental of Press is Portal to Portal

Up to 24-hour day operation (month to month). After the initial 30
days, the rate will be prorated (divide by 30) until the day the press is
returned.

billed at $135.00/Hr. Adjustments will be made to the daily wage if
Aspen Rentals is required to pay prevailing wage.

bid once we get to the contract stage.

Maintenance Items
Electrical parts, press parts, and motors will be shipped overnight to be installed by your maintenance personnel.
The price for the rental does not include the following:
• Belts or rubber seals damaged or worn.
• Lobes on the sludge pump if worn.
• Items damaged by client operations including breaking rollers.
Cleaning Fee
A cleaning fee up to $2,500 per press can be charged in the event that Aspen has to clean the equipment after rental.
Setup
Our sludge dewatering technician will require a forklift and some labor for setup. An electrician may be required depending
on electrical availability at the site location.
First Months Rent
First months rent and mobilization is required prior to shipping
Terms of Payment
Upon receiving monthly billing for the equipment, the customer is to pay all invoices NET 30.

Rental Proposal
Merrell Bros., Inc. is pleased to propose our rental services for two 1.5 or 2.0-meter mobile Belt
Filter Presses. Merrell Bros., Inc. technicians will set up the belt press in a designated area for
temporary on-site sludge dewatering (if needed).Veolia Water will be responsible for any
required site improvements.
Each belt press is equipped with the following components, including a Sludge Feed Pump &
Macerator, a NEMA 4X Stainless Steel Control Panel, a Polymer System, a Wash Water Pump, and
a Custom Conveyor capable of loading dewatered material directly into dump trucks or semi-
dump trailers. Each belt press requires 80 amps of 3 Phase 480 VAC power.
The control panel will manage the belt press drive motor, hydraulic unit, wash water pump,
sludge feed pump, macerator, polymer system, and conveyor. Each mobile belt press is
equipped with a liquid emulsion polymer system. Merrell Bros., Inc. can supply totes of emulsion
polymer if needed. The belt press wash water booster pump and polymer system require a
minimum water supply of 150 gallons per minute at 50 psi.
This proposal assures that Merrell Bros., Inc. will connect 4” or 6” Camlock hoses to the flooded
suction sludge supply. Filtrate will gravity flow to a ground-level manhole near the setup area. If
Merrell Bros., Inc, provides parts and labor.to repair damaged items or if the equipment requires
cleaning by Merrell Bros., Inc. to restore the equipment to its original condition, the cost of all
parts and labor will be charged at cost plus 15%.
