HomeMy WebLinkAbout2024 10 28 Regular 501 - Lift Station 5 East Emergency Repair Vendor selection ( L7 Construction, INC.)REGULAR AGENDA ITEM 501 CITY COMMISSION AGENDA | OCTOBER 28, 2024 REGULAR MEETING TITLE Lift Station 5 East Emergency Repair Vendor Selection and Contract Award to L7 Construction, Inc. SUMMARY The Utility Department is requesting City Commission approval of the contract to L7 Construction, Inc. for emergency repairs made at lift station 5 East located at 800 Austin Court. On September 12, 2024, a depression formed on the grounds located near lift station 5 East (LS 5E). Upon inspection of the depression, it was discovered that a pipe entering the main well of the lift station had partially collapsed. A bypass pump was immediately installed from the manhole in the power easement by LS 5E to the well station to divert the flow and isolate the damaged pipe. A known qualified and reliable contractor with expertise performing similar emergency repairs was contacted. This contractor, L7 Construction, Inc. responded immediately and inspected the damaged area. The contractor was able to assess the job and give a projected expense and timeline to complete the repair. The Director of Utilities sent a request emphasizing the need for the emergency funds to repair the lift station on September 13, 2024. Per his email, there is an” urgent need for emergency funds to repair lift station 5 E, which is vital to both our infrastructure and environmental protection efforts. This lift station is the final point in a critical network of wastewater management that accepts flows from two or three other lift stations before directing them to the east wastewater plant. As such, it handles a significant portion of the city’s wastewater and its operational integrity is essential for maintaining effective sewage management and preventing potential public health issues. Additionally, this lift station is located adjacent to a stormwater creek. Given its proximity to this sensitive environmental area, any failure or spill from the lift station could result in environmental damage. The repercussions of such an event would not only be harmful to the local ecosystem but would also incur substantial costs for cleanup and remediation.” Per Section 4 of the procurement policy , an emergency purchase is made to prevent immediate danger to the public health or safety, loss of public or private property or 107 an interruption in the delivery of an essential governmental service. The City manager may authorize emergency expenditures which do not exceed $200,000. A PO was issued in the amount of $106,000 on September 13th to begin the work. As the work kicked off it was necessary to move the generator and stabilize the lift station electrical components. This scope change required additional supplies, man hours, and rental equipment to remedy the emergency repair. L7 has provided an updated not to exceed amount of $197,000. -Provide manpower to uncover and replace damaged section of 10” DIP at lift station. - Provide shoring and equipment to safely excavate down to pipe. - Install and maintain dewatering to minimize ground water during excavation. - Temporarily support lift station control panel for removal of concrete slab. - Relocate existing generator away from damaged influent pipe. - Provide electrical service to disconnect generator, install new conduit and wire to new generator location, and reconnect generator and ATS. - Form, pour, finish new generator slab on grade. - Remove shoring upon completion of pipe replacement. - Backfill and compact in 1’ lifts around lift station and replaced piping. - Temporarily shore existing utilities exposed during excavation. - Provide stone bedding around generator and lift station area to prevent washout. - Form, pour, finish new driveway for lift station access. - Form, pour, finish new control panel slab and remove temporary supports. FUNDING SOURCE This will come from CIP within the FY25 budget and will re-prioritize projects based on timing and need. RECOMMENDATION Staff recommends the City Commission authorize the contract award to L7 Construction, Inc. for emergency repairs made at lift station 5 East not to exceed $197,000. Additionally, Staff recommends authorizing the Interim City Manager and City Attorney to prepare and execute any and all applicable documents consistent with this agenda item. 108 October 21, 2024 RE: Lift Station 5E Repair Attention: Clifton Mullis You have requested a quote for the following scope of work: - Provide manpower to uncover and replace damaged section of 10” DIP at lift station. - Provide shoring and equipment to safely excavate down to pipe. - Install and maintain dewatering to minimize ground water during excavation. - Temporarily support lift station control panel for removal of concrete slab. - Relocate existing generator away from damaged influent pipe. - Provide electrical service to disconnect generator, install new conduit and wire to new generator location, and reconnect generator and ATS. - Form, pour, finish new generator slab on grade. - Remove shoring upon completion of pipe replacement. - Backfill and compact in 1’ lifts around lift station and replaced piping. - Temporarily shore existing utilities exposed during excavation. - Provide stone bedding around generator and lift station area to prevent washout. - Form, pour, finish new driveway for lift station access. - Form, pour, finish new control panel slab and remove temporary supports Items specifically excluded from this scope include (Can price any of the below if requested): - Permits - Bonds - Sitework or restoration of any kind unless explicitly stated above. - Provisions for any night work including manpower or equipment. - Provisions for any special access including additional manpower. - Permitting fees - Certified Payroll - Davis Bacon or any scale wages by L7 or any of its subcontractors - MBE or MWBE requirements or filings - Installation of sod or seeding Approx. schedule of the scope of work: - There is no completion deadline. Work can be scheduled as mutually agreeable. - Approx. 1 month of work at the project site is anticipated to complete the scope.
