CITY COMMISSION AGENDA | OCTOBER 28, 2024 REGULAR MEETING
TITLE
Proposal by the Utilities Department to Approve the Purchase of two (2) Portable
Bypass Pumps and one (1) Permanent Bypass Pump to utilize at Lift Stations for
Enhanced Emergency Preparedness.
SUMMARY
The Utilities Department is requesting City Commission approval of the contract to
Pat’s Pump & Blower in the amount of $449,625.00 for the purchase of two (2)
portable bypass pumps and one (1) permanent bypass pump, piggy backing off the
2022-24 Florida Sheriffs Association Contract Bid Award #FSA23-EQU21.0 – Spec #311.
The two (2) portable bypass pumps will help navigate power outages that can affect
the functionality at any of the fifty-one (51) lift stations throughout the City. These
portable pumps are necessary when commercial outages occur during storms or other
unforeseen events which can disable multiple lift stations at the same time. The
portable bypass pump is used to divert flow and avoid any wastewater spills when a
lift station becomes inoperable due to loss of power. The portable pumps can also be
used at the City’s plants for assistance when there are heavy volumes which need to
be managed.
The one (1) permanent bypass pump will be installed at Lift Station 23 East (23E)
located at 1841 Trumpet Leaf Point in the Southern Oaks subdivision. The permanent
bypass pump will allow reliability at lift station 23E during emergency commercial
power outages and when the station pumps become non-functional. This bypass
pump would serve as an additional layer of defense, redirecting flow away from the lift
station in cases of high inflow or system breakdowns. By incorporating this bypass, the
utilities department aims to further safeguard against spills and mitigate
environmental risks during emergencies.
FUNDING SOURCE
Funded from the Utility fund using a line code transfer from CIP to machinery and
equipment.
