Home My WebLink About2024 10 28 Consent 304 - Electronic Door Upgrade City Hall and Police DepartmentCONSENT AGENDA ITEM 304 CITY COMMISSION AGENDA | OCTOBER 28, 2024 REGULAR MEETING TITLE Electronic Door Upgrade City Hall and Police Deparment SUMMARY Staff is recommending upgrading the current electronic door access at the Winter Springs Police Department to operate on the same system that is currently being utilized at City Hall. Future CJIS requirements necessitate an upgrade to a fully electronic access system to all secured areas of the police department. Additional regulations also necessitate an upgrade to two areas at city hall for areas containing IT infrastructure. In evaluating the most cost effective implementation strategy staff determined the best use of funds to accomplish this project was to retrofit the existing door access hardware at the police department to match the card reader system currently being utilized at city hall. Additionally the areas at city hall that require upgrades can be integrated with the existing door access system already in place. American Door and Lock Specialist is the only qualified vendor that can accomplish this project and effectively integrate this upgrade to the existing hardware and software being utilized by the City. The selection of this vendor as a sole source provider is recommended in order to maximize the continuity of the existing hardware and software. The total cost for the City Hall upgrade is $6,537.49. The total cost for the upgrade to the Winter Springs Police Department is $72,058.84. The City Hall upgrade is a budgeted item in the FY24-25 budget for $10,500. The Police Department portion of this project is budgeted at $75,000. Staff is also requesting the remaining funds be available for any contingency overages associated with these projects. FUNDING SOURCE Both of these projects are fully funded in the FY24-25 budget. Contractor extends to Purchaser warranties for equipment not made by us granted us by the manufacturers of such equipment used in our commercial systems. We will return this equipment to the original manufacturer for fulfillment of their warranty obligations. Contractor will furnish the necessary labor to remove and/or replace the defective equipment during the first 12 months from the date of installation at no cost to the Purchaser. All acts of nature, vandalism, misuse or abuse are excluded.
