SPECIAL MEETING
AUGUST 14, 2024
CALL TO ORDER
Chairperson Terri Bivona called to order the Wednesday, August 14, 2024, Special Meeting of
the Tuscawilla Lighting and Beautification District Advisory Committee at 5:15 p.m. in the
Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter
Springs, Florida 32708).

Committee Member Skip Arok, absent
Committee Member Dennis Jones, present
City Clerk Christian Gowan, present
Also present:
Ms. Holly Queen, Director, Finance Department
Mr. Kevin Maddox, Landscape Manager, Urban Beautification
A moment of silence was followed by the Pledge of Allegiance.

500) Fountain Project Pro Forma Financials
Ms. Queen opened the item and gave a review of the Pro Forma Financials with the main
highlight being the projected year-to-date. Discussion continued regarding the insurance
claims, the basin rebuild process, and a rough timeline of the process ensued. The Committee

asked staff for their opinion regarding the cost of the project and Mr. Maddox responded
positively.
The Committee circled back to a discussion that ensued at a previous meeting regarding the
basin color of the fountain being a darker tone and visuals where shared as an example.
Chairperson Bivona relayed, after some research, the Tuscawilla originally we re a darker color
and at some point it was changed to be lighter. Staff relayed if it is the wish of the Committee
the change can be done but it would need to be budgeted. Further discussion ensued on next
years budget and potential of fitting this project in.
“I WILL MAKE A MOTION THAT WE GET SOME NUMBERS TO SEE WHAT THE COST WOULD
BE TO HAVE BOTH POOLS [REFINISHED TO] THE SAME COLOR AND A DARKER COLOR.”
MOTION BY COMMITTEE MEMBER JONES. SECONDED BY VICE-CHAIRPERSON PAUL.

The Committee did retouch on the concern of algae growth with the darker bottom. Mr.
Maddox relayed that would only occur if the Committee wished to change the bottom to a
black. With the suggested river rock bottom the water temperature would not change
significantly and be about the same. Additional discussion ensued on system upgrades to get
notified when replacements are needed. Staff relayed the system is outdated and updating
the system is required at this time.

FOUNTAIN AND ALSO THE RECONSTRUTION OF THE ELECTRONICS [FOR NORTH
FOUNTAIN].” MOTION MADE BY COMMITTEE MEMBER JONES. SECONDED BY VICE -
CHAIRPERSON PAUL. DISCUSSION

“I WILL MAKE THE MOTION THAT KEVIN AND HOLLY GO TO NEXT COMMISSION MEETING
TO SHOW OUR PROPOSAL FOR THE RECONSTRUCTION OF THE FOUTAINS AND SEEK
APPROVALS THAT THEY CAN GO AHEAD AND MOVE FORWARD.” MOTION MADE BY
CHAIRPERSON BIVONA. SECONDED BY COMMITTEE MEMBER JONES. DISCUSSION.

Mr. Ted Johnson, 1107 Pheasant Circle, Winter Springs gave some additional history on the
placement area of the vault and the color change of the basin.
