Mr. Art Gallo, 199 Nandina Terrace, Winter Springs thanked the committee for their work and brought forth the suggestion given at the last meeting again of changing the bottom of the fountain color to a darker, more natural coloring like the surrounding creeks. Chairperson Bivona closed Public Input. Not Used REGULAR AGENDA 500) Quarterly Fiscal Year-To-Date Expenditure Details Ms. Queen gave a review of the quarterly Year-To-Date expenditure details, highlighted a few line codes and invited questions. Question regarding irrigation and the fiscal year 2025 budget ensued. Ms. Queen reviewed the propose fiscal year 2025 budget for the committee. Ms. Queen relayed the district needs a new rate study performed and the formal RFP process for finding a new assessment vendor will begin soon. A suggestion was made to cut a few projects for next year to align better with the budget amount. Additionally, staff suggested either adding special meetings to next year’s meeting calendar or moving meetings to better discuss and fit with the budgeting process. 501) Update on Tuscawilla Lighting and Beautification District Projects Mr. Maddox addressed public input comments and relayed additional information received from companies on the basin color change. Concerns were raised regarding water temperature which would lead to algae growth and therefore more chemicals would be needed for the fountains. Mr. Maddox additionally relayed in relation to the fountain fixing project the original bid did not receive any answers the first time posted so the city reached out to businesses and received answers. Discussion of the bid and notification process, scheduling Special meetings, and the anticipated timeline ensued. PUBLIC INPUT Chairperson Bivona opened Public Input. No one addressed the committee. Not Used REGULAR AGENDA 500) Fountain Project Pro Forma Financials Ms. Queen opened the item and gave a review of the Pro Forma Financials with the main highlight being the projected year-to-date. Discussion continued regarding the insurance claims, the basin rebuild process, and a rough timeline of the process ensued. The Committee 8 CITY OF WINTER SPRINGS, FLORIDA MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE SPECIAL MEETING – AUGUST 14, 2024 PAGE 2 OF 3 asked staff for their opinion regarding the cost of the project and Mr. Maddox responded positively. The Committee circled back to a discussion that ensued at a previous meeting regarding the basin color of the fountain being a darker tone and visuals where shared as an example. Chairperson Bivona relayed, after some research, the Tuscawilla originally were a darker color and at some point it was changed to be lighter. Staff relayed if it is the wish of the Committee the change can be done but it would need to be budgeted. Further discussion ensued on next years budget and potential of fitting this project in. “I WILL MAKE A MOTION THAT WE GET SOME NUMBERS TO SEE WHAT THE COST WOULD BE TO HAVE BOTH POOLS [REFINISHED TO] THE SAME COLOR AND A DARKER COLOR.” MOTION BY COMMITTEE MEMBER JONES. SECONDED BY VICE-CHAIRPERSON PAUL. DISCUSSION. VOTE: JONES (AYE); PAUL (AYE); BIVONA (AYE) MOTION PASSED. 3-0 The Committee did retouch on the concern of algae growth with the darker bottom. Mr. Maddox relayed that would only occur if the Committee wished to change the bottom to a black. With the suggested river rock bottom the water temperature would not change significantly and be about the same. Additional discussion ensued on system upgrades to get notified when replacements are needed. Staff relayed the system is outdated and updating the system is required at this time. “MAKE A MOTION TO - GET THE COST FOR CHANGING THE COLOR OF THE NORTH FOUNTAIN AND ALSO THE RECONSTRUTION OF THE ELECTRONICS [FOR NORTH FOUNTAIN].” MOTION MADE BY COMMITTEE MEMBER JONES. Please review the two (2) options provided below by staff: Option 1: Moving the quarterly meetings to February, May, August and November (the third wednesday of the month) and keeping the same time of 5:15 pm. Tentatively dates for next year would be as follows: February 19, 2025 May 21, 2025 August 20, 2025 November 19, 2025 Option 2: decreasing to meeting twice (2) a year in May and November meeting at the same time and day in the month. Tentatively dates for next year would be as follows: May 21, 2025 November 19, 2025 Please note with either option Special meetings can be scheduled if the need arises or a decision needs to be made urgently on a specific matter. FUNDING SOURCE RECOMMENDATION Staff recommends the Committee discuss and provide direction to establish the 2025 meeting dates. 16
