TITLE
Proposal for Purchasing a Permanent Bypass Pump for Lift Station 18 West, located at
299 Constitution Way, for Enhanced Emergency Preparedness
SUMMARY
The Utility Department is requesting City Commission approval of the contract to Pat’s
Pump & Blower in the amount of $134,245.00 for the purchase of a permanent Skid-
mounted bypass pump, piggy backing off the 2022-24 Florida Sheriffs Association
Contract Bid Award #FSA23-EQU21.0 – Spec #311. This pump will be installed at Lift
Station 18 West (18W). This project consists of the purchase, build, and delivery of one
Skid-mounted Permanent Bypass Pump in sound attenuated housings.
The Permanent Bypass Pump will allow reliability at lift station 18W during emergency
commercial power outages and when the station pumps become non-functional. This
bypass pump would serve as an additional layer of defense, redirecting flow away
from the lift station in cases of high inflow or system breakdowns. By incorporating
this bypass, the utilities department aims to further safeguard against spills and
mitigate environmental risks during emergencies. The bypass pump will be plumbed
separately from the station pump and on a dedicated float system to activate the
bypass pump as needed.
FUNDING SOURCE
Funded from the Utility fund using a line code transfer from CIP to machinery and
equipment.
RECOMMENDATION
Staff recommends the City Commission authorize Pat’s Pump & Blower to build and
deliver one stationary bypass pump at a cost of $134,245.00. Additionally, Staff
recommends authorizing the Interim City Manager and City Attorney to prepare and
execute any and all applicable documents consistent with this agenda item.
